During the
December 2000, presentation of the 5-year C.I.P. to the Finance Committee, the Committee
asked that an entrance plan for Central Park be developed. Last year the Commission's plan was
received by the Committee and was sent back for revision, including adding the letters "City of
Ramsey". The Park Commission had discussed the proposed improvement and recommended
that the scope of the project be reduced about 75 percent until a later date. The revised plan was
estimated at $71,390. In July 2001, the Commission recommended to the Finance Committee
that the funding be structured with two thirds Lawful Gambling Funds, with the remaining
amount designated by a fund source that doesn't detract from the Park development projects
scheduled within the Commission's five-year plan.

Councilmelnber Hendriksen noted that the original goal was to have the project completed by
August 2001.

Councihnember Zimmenrtan replied that the Game Fair is an important aspect for the City of
Ramsey and hopes they can get the work done before the next Game Fair in August.

Parks/Utilities Supervisor Boos stated that staff was looking for the Committee to define the
scope of the project or direct staff'to proceed with the project with a not to exceed amount.

Councilmember Hendriksen inquired if funds had been allocated in the general fund for the
project.

Finance Officer Lund replied no.

Parks/Utilities Supervisor Boos replied that the project is fundable.

Councihnember Hendriksen inquired as to where the funds would come from.

Finance Committee/January 22, 2002
