STAFF REPORTS <br /> <br />a) Director of Technical Services- <br /> <br />Council noted. <br /> <br />b) City Assessor - <br /> <br />Council noted. <br /> <br />c) Chief of Polic- <br /> <br />Council noted. <br /> <br />d) City Engineer - <br /> <br />Mr. Raatikka referred to that part of his Staff Report dealing with the Rum <br />River Watershed and stated that he has attended a couple of meetings and the <br />concensus is that Anoka, Andover, Coon Rapids and Ramsey should fora the Lower <br />Rum River Watershed and Burns, Oak Grove and East Bethel should form their own <br />watershed. <br /> <br />Mr. Berg noted that Burns does drain into Ramsey, and even if the amount of <br />drainage may not be significant, the quality might be. <br /> <br />Mr. Raatikka stated that Burns has a large land area with little develofment <br />and including Burns in the same watershed as Ramsey, Andover, Anoka and Coon <br />Rapids, and the assessment procedure proposed for that watershed, would <br />involve a very hard assessment to Burns. <br /> <br />Mr. Schnelle noted that Burns has contributed to drainage probl~ns in Ramsey <br />in the past. <br /> <br />The Council discussed with Mr. Raatikka the need for alternative methods of <br />assessing so that Burns can conceivably included in the same watershed as <br />Ramsey. <br /> <br />Motion by Councilm~mber Cox and seconded by Mayor Heitman that Burns be <br />approached regarding entering into the Rum River Watershed on a partner basis <br />with Ramsey and that Burns' response be brought back to Ramsey City Council. <br /> <br />Further Discussion: Councilm~mber Sorteberg stated that Burns' will want to <br />know what their costs will be. Councilm~nber Cox replied that going into a <br />watershed with Ramsey should not cost Burns any more than if they go in with <br />other cities. Mr. Raatikka stated that if the watershed districts are not <br />established, the County will step in and do it. Councilmember Cox stated that <br />the R~n River Watershed is just another government mandate. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmenbers Sorteberg, COx, <br />Reimann and Schlueter.
