away from the populus and in an area able to be sewered at the expense of that
area and not the entire city. Councilm~nber Cox noted that contamination
would flow to the south. Councilmember Cox stated that the landfill is a
bigger threat to contamination. Councilmember Cox stated that the same
commissioner says he is not opposed to the airport but he wants to see on
paper those figures that the projections were based on; Councilmember Cox
noted that those figures are what the Airport Commission is supposed to be
providing to City Council.

Councilmember Schlueter stated that the comments Councilmamber COx is
referring to were back and forth discussions between Airport Commission
members and whether the study addresses these issues or not will be viable
discussion even after the study is completed.

Councilm6mber COx referred to a newspaper article included in tonight's
meeting material; the article includes a table comparing municipal tax rates
and the Airport Commission should receive copies of this article.

Motion by Mayor Heitman and seconded by Councilrmmmber Sorteberg to adept the
following response to the Airport Commission's inquiry: 'Ramsey is committed
to a balanced commercial and industrial develol~nent. Hc~ever, without
appropriate cost benefit data from the Airport Commission, it is impossible to
determine what part, if any, the airport could play in meeting that
commitment. It is the responsibility of the Airport Commission to provide
that information to City Council for review.'

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx,
Reimann and Schlueter. Voting No: None.

Mr. Raudio stated that Mr. Greg Johnson had to leave for another meeting and
he can speak for Mr. Johnson regarding Case 92.A.

Case 92: ~

A) Request For Issuance Of Industrial Revenue Bonds For Food 'N' Fuel
Project: Case Of Mr. Greg_ Johnson:

Mayor Heitman stated that he is not satisfied with State requirements
regarding fuel holding tanks; the metal ones are rusting, rupturing and
polluting.

Mr. Schnelle stated that the site and design plan can address this issue and
added that the City cannot be more restrictive than the State PCA.

Mayor Heitman stated that the IRB is for $300,000 and suggested that it would
be beneficial for the City to have some type of a cost breakdown regarding how
those figures were arrived at.

Mr. Schnelle stated that the City has never required a cost breakdown or
structure details on the IRB amount being issued because that is the
borrower's own business; structure and cost details come into play during the
City's Site and Design Plan process.

March 26, 1985
