$10,170.

Councilm~mber Sorteberg stated that the difference between a State Aid and
normal city street right-of-way is 20 feet which means an additional 25% of
land area is required for M.S.A.S. right-of-way; Mr. Holm should be reimbursed
for that additional 25% of land area required which would amount to 25% of
$10,170.

Councilm~mber Cox noted that if the road wasn't MSA designated and funded, Mr.
Holm would have had to p~y for the construction of that road. Coun¢ilm~mber
Cox also pointed out that MSA roads do not necessarily lessen the value of the
lots on that road; some people prefer to locate on MSA roads in order to avoid
road maintenance assessments.

Mr. Schnelle stated that the $10,000 figure is in the ballpark because the MSA
road will solve a lot of City traffic problems and it just may be that the MSA
road will lessen the value of scme of the lots in Flintwood II.

Motion by Councilm(~ber Reimann and seconded by Mayor Heitman, for discussion,
to offer Mr. Norm Holm $10,170 ($2,500 per acre) for the full amount of
M.S.A.S. right-of-way required through Flintwood Hills Second Addition;
further, if Mr. Holm is agreeable to the offer, a resolution for same should
be presented to Council for adoption at their April 23, 1985 meeting.

Further Discussion: Mayor Heitman noted that none of the councilm~mbers were
willing to seoond the motion, requested some additional input from the
councilmembers and none was offered.

Motion failed. Voting Yes: Councilm~mber Reimann. Voting No:
Councilm~mbers Sorteberg, Cox and Schlueter. Abstain: Mayor Heitman.

Councilm~mber Cox stated that a reimbursement to Mr. Holm is reasonable, but
not the am~o~t presented in the above motion because the road is being paid
for by C~ funds and the heavy traffic on an MSA road is beneficial to the
commercial lots in Flintwood II.~ ~~
Motion by Councilmember Sorteberg and seconded by Councilme~ber Cox to offer
Mr. Norm Holm of NI~, Inc. $2,500 per acre for that additional 25% of land
acquisition required in Flintwood Hills Second Addition for M.S.A.S. road
right-of-way versus a normal City street right-of-way.

Motion carried. Voting Yes: Mayor Heitman, Councilme~bers Sorteberg, Cox,
Reimann and Schlueter.
