Case #2: Review and Adopt 2002 Economic Development Authority Operating Budget <br /> <br />Finance Officer Lund presented the Finance Committee with the 2002 Proposed Economic <br />Development Authority Budget. The financing source for those operations is solely interest <br />earnings. Tax Increment interest earnings were previously allowed to be transferred as a funding <br />source, but legislation changed the laws in 1998. This budget included expenditures for salary <br />costs of various levels of City staff, professional services for outside consulting services such as <br />those offered by Mike Mulrooney and allowances for economic development programs including <br />participation at the annual Game Fair, business expo, annual business appreciation day, and entry <br />signs into the City. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that the City <br />Council adopt the resolution Adopting the 2002 Economic Development Authority Operating <br />Budget. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Anderson, <br />Hendriksen, and Zimmerman. Voting No: None. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that the City <br />Council adopt the resolution Amending the 2001 Economic Development Authority Operating <br />Budget. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmennan. Voting No: None. <br /> <br />Case #3: Consider Contracting for Computer Desktop and Network Support Services <br /> <br />City Administrator Norman stated that the City entered into an agreement in October 1999, with <br />Netmark of Brooklyn Park to perform computer desktop and network support services. The City <br />had reviewed a proposal by InfoTech of Arden Hills to perform similar services for $80 per hour. <br />Netmark agreed to provide those same services for $75 per hour. Under the terms of the <br />agreement, Netmark provides the City with scheduled site visits to perform any requested <br />maintenance activities as directed by City staff. The City has continued the agreement with <br />Netmark since 1999. The services have remained the same throughout the contract, except for a <br />change in the principal site visit person in the year 2000. City staff has discussed a general <br />decline in services from Netmark since 2000. Additionally, City staff believed that given <br />Ramsey's organizational growth, a higher level of support service would be required in the <br />future. Barry Johnson of Dynamic Information Systems, the consultant hired by the City in June, <br />studied the information operational systems of the City. Mr. Johnson made a recent <br />recommendation that the City further investigate the hiring of a full-time information technology <br />professional with a primary focus on the areas of desktop and network support and with good <br />user support skills. Mr. Johnson recognized that it may not be an opportune time to hire a full- <br />time individual, and further recommended to retain LOGIS to provide desktop and network <br />support services.
