now provide this level of support to several of the member cities at this time. Staff was directed
to receive a proposal fi'om LOGIS for these services. Mr. Johnson and the City Administrator
met with LOGIS staff on January 29, 2002. The staff received a formal proposal on February 7,
2002, with an hourly charge of $85 per hour, for similar services. It was also noted that the
current rate for Netmark services has increased since 1999, and the City now pays $120 per hour
for the same services.

Councilmember Kurak inquired if the contract with LOGIS would be a yearly contract.

City Administrator Norman replied that the City would have the ability to cancel the contract at
any time.

Councilmember Kurak inquired if any references for LOGIS were contacted.

City Administrator Norman replied that Mr. Johnson did contact other cities that were using
LOGIS for the same services, but Mr. Johnson was unable to attend the meeting.

Councilmember Anderson inquired as to what needed to be done to cancel the contract with
Netmark.

Finance Officer Lund explained that the City currently does not have a signed contract with
Netmark. If they were under contract they would be paying $100 per hour.

Councilmember Hendriksen inquired as to how LOGIS would bill for their services, questioning
if there was a minimum charge requirement and if the City is billed for drive time, etc.

Finance Officer Lund replied that she was not sure.

Councihnember Hendriksen stated that he had thought the problem with LOGIS in the past was
that they would not come on-site.

Finance Officer Lund explained that LOGIS does have the ability to connect directly to the City
of Ramsey from their site to handle some of the problems.

Councilmember Hendriksen recommended approving the contract with LOGIS and then have
staff report back on the answers regarding the billing in an advisory way.

Motion by Councilmember Hendriksen, seconded by Mayor Oamec, to recommend that the City
Council authorize staff to contract with Local Government Information Systems Association
(LOGIS) for computer desktop and network support services at a rate outlined in the proposal
dated February 7, 2002, contingent upon staff bringing back before the Finance Committee
details regarding billing.

Finance Committee/February 12, 2002
