PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, April 9, 1985 <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding Sealcoating Improvement Project #85-5, Whispering Pines Estates Plat <br />#3. <br /> <br />Members Present: <br /> <br />Mayor Gary Heitman <br />Councilm~mber Jean Schlueter <br />Councilmember A1 Sorteberg <br />Councilmember Gary Reimann <br />Councilmember Arnie Cox <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />Director Of Technical Services Clayton Berg <br />City Attorney Goodrich <br />Larry Koshak Of Hakanson/Anderson Engineering <br />Reporter Angela Flint <br /> <br />Mayor Heitman called the public hearing to order at 7:50 p.m. <br /> <br />PRESENTATION BY ENGINEER <br /> <br />Mr. Larry Koshak gave a slide presentation of Sealcoating Improvement Project <br />985-5 showing affected area and estimated total and per unit costs. <br /> <br />CITIZEN INPUT <br /> <br />Ben Moss - 8320 157th Lane - Referred to City minutes dated April 16, 1979 in <br />which a question was asked regarding who is responsible for upkeep and <br />maintenance of blacktop streets after installation and would there be any <br />additional costs to the property owners in the area. According to the <br />minutes, Council answered that streets would be maintained at no additional <br />expense to the homeowners. Mr. Moss stated that on March 18, 1985, Mr. <br />Clayton Berg assisted him in looking up these 4-16-79 minutes and Mr. Berg <br />reaffirmed what is recorded in the minutes. <br /> <br />Mayor Heitman - Stated that the issue is whether or not sealcoating is <br />considered general maintenance; most people assume it is but the City is <br />not treating sealcoating as general maintenance and unless there is a drastic <br />change in policy, the benefited property owners will be assessed for <br />sealcoating. Mayor Heitman stated that he cannot answer for past Council and <br />if the citizens want to stopthe sealcoating project, they have 60 days in <br />which to sukmit a petition. Mayor Heitman stated that if the citizens stop <br />the sealcoating project, they will also have to suffer the repercussions -- a <br />deteriorating street. <br /> April 9, 1985 <br /> <br />Page 1 of 2 <br /> <br /> <br />
