Ben Moss - Stated that he realizes that this Council cannot answer to past <br />Council actions, but there should be some recourse when documented proof is <br />presented proving street maintenance should be the City's responsibility. <br /> <br />Councilmember Cox stated that there were no sealcoating projects prior to <br />1979; that Council stated at public hearings that general maintenance like <br />patching, crack filling and snowplcwing would be the responsibility of the <br />City; a decision regarding who pays for sealcoating oosts was not made until <br />the first sealcoating project was initiated. <br /> <br />Les Martens - 161st Lane - Any of the sealcoating areas can petition and stop <br />the project; let the road deteriorate; and the City would have to patch and <br />fill the holes as part of normal maintenance. <br /> <br />Mayor Heitman agreed and stated that lack of sealcoating poses problems to <br />both the City and the residents. <br /> <br />Les Martens - Stated that he believes the property owners are the primary <br />benefited, but not the only benefited; people drive on his road to enter an <br />area park but do not help pay the sealcoating costs and he is helping pay for <br />street maintenance for those residents on County roads through taxes. <br /> <br />Mayor Heitman stated that the City doesn't have to continue to assess <br />sealcoating to the benefited property owners, but he has not heard any viable <br />alternatives to that procedure. <br /> <br />Morrie Mox - 16000 Armstrong Blvd. - Suggest calling sealcoating maintenance <br />and take it out of the City's General Fund. <br /> <br />Mayor Heitman - The citizens can petition for that type of a funding situation <br />to be set up in Ramsey by seeking the signatures of 35% of the registered <br />voters and calling for the issue to be brought to a vote of the public. <br /> <br />Morrie Mox - Stated that he suggested a viable alternative and added that he <br />can't access the road he is benefited by because the City won't allow him to <br />and these are the types of things that should be rectified. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to adjourn <br />this public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter.
