PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, April 9, 1985 <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Pamsey, Minnesota <br />regarding Sealcoating Improv~nent Project #85-7, Gorham's Sandy Acres. <br /> <br />Members Present: <br /> <br />Mayor Gary Heitman <br />Councilm~mber Jean Schlueter <br />Councilmember A1 Sorteberg <br />Councilmember Arnie Cox <br />Councilm~mber Gary Reimann <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />Director of Technical Services Clayton Berg <br />City Attorney Goodrich <br />Larry Koshak of Hakanson/Anderson Engineering <br />Reporter AngelaFlint <br /> <br />CALL TO ORDER <br /> <br />Mayor Heitman called the public hearing to order at 8:11 p.m. <br /> <br />~RESENTATION BY ENGINEER <br /> <br />Mr. Larry Koshak gave a slide presentation of Sealcoating Improv~nent Project <br />#85-7 showing affected area and estimated total and per unit costs. <br /> <br />CITIZEN INPUT <br /> <br />Les Martens - 6956 161st Lane - Noted that the engineer's presentation <br />referred to a 1/2 unit assessment and inquired what it meant. <br /> <br />Mr. Schnelle - Replied that the property in question has two entrances and <br />receives one assessment for his main ingress/egress and a 1/2 assessment for <br />the secondary ingress/egress onto another street. <br /> <br />Les Martens - Inquired as to the reasons for differences in assessing methods, <br />i.e., unit, 1/2 unit, and front footage. Les Martens stated that his area is <br />being assessed on a per unit basis; there are various sizes of parcels in his <br />area and maybe it would have been more fair to assess on a front footage basis <br />in his area also. <br /> <br />Mayor Heitman - Stated that Les Martens area is platted and pointed out that <br />unit does not refer to dwellings, it refers to platted lots. <br /> <br />Councilm~mber Cox referred to the 1/2 unit assessment in this project area and <br />stated that he recalls that this property owner's access is onto an MSA road, <br />which is paid for with MSA funds, but based on the fact that there is some <br /> April 9, 1985 <br /> Page 1 of 3 <br /> <br /> <br />
