benefit derived from the City side street abutting his property being paved, <br />the Council determined that a 1/2 unit assessment would be appropriate. <br /> <br />Ben Moss - 8320 157th Lane - Inquired as to who pays the assessment for the <br />two drainage outlots. <br /> <br />Councilm~mber Cox - Replied that total sealcoating costs include those two <br />drainage outlots and are subdivided among the property owners because those <br />drainage outlots benefit that area. <br /> <br />Gary Johnson - 15210 Xkimo - Inquired if the contractor can sealcoat driveways <br />while the streets are being sealcoated. <br /> <br />Councilmember Cox - Rep~lied that the property owner can call City Hall and <br />find out the contractor to which the sealcoating bid was awarded, contact the <br />contractor and make arrangements for personal driveway sealcoating. The <br />property owner will receive a separate bill for driveway sealcoating from the <br />contractor. <br /> <br />Gary Johnson - Noted that Gorham Sandy Acres abuts River's Bend and inquired <br />if the City knows of any plans to run municipal services through Gorham Sandy <br />Acres or has a petition been submitted to that affect. <br /> <br />Mayor Heitman - Replied that he is not aware of any petition being submitted <br />to the City. <br /> <br />Councilmember Cox - Stated that the City should have an absolute concrete <br />answer in relationship to Mr. Johnson's question; a policy statement should be <br />established indicating to all people that the City is not encouraging sewer <br />and water in any existing residential neighborhood. <br /> <br />Neil Anderson - 15250 Yakima - Inquired if the costs quoted tonight are <br />estimated or actual and if they are estimated, will the residents have to go <br />to another hearing when the actual figures are known. Also expressed that <br />the actual p~ving of his area was very poorly supervised by the City and the <br />contractor; inquired if sealcoating would be carried out in a more <br />professional manner. <br /> <br />Mayor Heitman - Replied that the costs presented tonight are estimates. <br /> <br />Councilmember Schlueter - Stated that her area was sealcoated last year and <br />the final cost was less than the estimates; as long as she has been on City <br />Council, most of the actual costs have not come in higher than the engineer's <br />estimates. <br /> <br />Mr. Koshak - Stated that the contractors put up a performance bond for <br />maintenance and workmanship for a warranty period of one year after project <br />acceptance. <br /> <br />Nell Anderson - Stated that the paving contractor did not do a professional <br />job and the City Streets Department should be watching for those types of <br />things rather than sitting in the City Garage working on equipment. Stated <br />that his wife called the Streets Department regarding some trees down on 153rd <br />and the reply was that they would get to it in 2-3 weeks; street maintenance <br />and supervision is not done correctly. <br /> April 9, 1985 <br /> Page 2 of 3 <br /> <br /> <br />
