time ago for action and he encountered problems also. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to direct <br />the City Attorney to proceed in haste to expedite court proceedings in the <br />bankruptcy case involving the home on Peridot Street and attempt to get court <br />approval for the municipality of Ramsey to board up the vacant home as a <br />safety measure for the protection of neighborhood children. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Councilm~r COx stated that he and Councilmember Schlueter received a letter <br />of complaint regarding dogs running at large in the area of LeTourneaus's <br />Super Valu; Staff has mailed area residents a copy of City's dog ordinance <br />which did not improve the situation; animal control will be watching that area <br />more closely. <br /> <br />Mayor Heitman stated that he received a call from Mr. L. Boehland regarding <br />Brook View Park; Mr. Boehland stated that the park hours sign has again been <br />torn down and he is finding debris from late night parties at the park on his <br />property. <br /> <br />Mr. Schnelle stated that the park will be policed more now that warmer weather <br />is here. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to direct <br />the City Streets crew to review the sign situation at Brook View Park and lock <br />the entrance after 10:00 p.m.; further, to direct the Police Department to <br />patrol Brook View Park more closely. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~mbers Sorteberg, COx, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Councilm~mber Reimann referred to the April 9, 1985 public hearings regarding <br />1985 sealcoating projects and one citizens quote from past Council minutes <br />regarding the City picking up all maintenance costs; Councilmember Reimann <br />stated that this was the City's intention when blacktopping projects were <br />first initiated in the City. Councilm~mber Reimann explained that when the <br />first seal(Dating project came up, oil prices were climbing very high and <br />Council made the decision to assess sealcoating costs back to the property <br />owners. Councilm~m~er Reimann requested that Mr. Schnelle forward a letter to <br />that ooncerned citizen with this explanation for assessing sealcoating to the <br />property owners. <br /> <br />Councilmember COx stated that since the sale of the landfill, Ramsey residents <br />are no longer able to obtain the $1.00 dumping permit; one pick-up load is now <br />$25.00 which is doubled if the load is not properly covered. Councilmember <br />Cox stated that in a long run the landfill may be costing the citizens more, <br />especially with the increased dumping fee, than the what the City stands to <br />gain by revenues received from the landfill. Councilmember Cox suggested that <br />Waste Management of Minnesota be encouraged to provide the citizens of Ramsey <br />with a couple of free dumping days. Councilm~m~er COx stated that he realizes <br />it should not be an exchange process, but maybe those free dumping days could <br />be obtained if the City would reconsider Waste Management's request for a <br />mining permit.
