Mr. Schnelle stated that the City should be consistent and require platting;
hardship is required for a metes and bounds subdivision.

Council discussed that it was intended for the 159th cul-de-sac to connect with
the Hedgehog stub that abuts the Wetterlind property.

Mr. Goodrich noted that it requires more than an econcmic hardship to allow
metes and bounds subdivisions.

Motion by Councilm~mber Cox and seconded by Councilm~nber Sorteberg to find no
hardship on which to base granting a variance to the platting requir~nents for
Mr. Lauren Wetterlind and to therefore deny the request for a metes and bounds
subdivision and refer the matter back to Planning and Zoning Commission for
platting consideration.

Further Discussion: Councilmember Sorteberg noted that Council is leaning
towards continuing plans for the future connection of 159th Lane and Hedgehog;
this would impmct Mr. Wetterlind's lot alignment proposal. Councilmember Cox
stated that oonnecting 159th and Hedgehog would result in 2 one acre parcels
being split frown Mr. Wetterlind's 10 acre pacel. Councilmembers Sorteberg and
Reimann stated that they would not oppose going with one acre parcels if it
would allow for the connecting of 159th and Hedgehog. Councilmember Schlueter
suggested that Hedgehog be left as a dead-end stub; make provisions to assure
that 159th will access the parcel to the east of the Wetterlind's; it is not
Council's place to change the lot configurations beyond what Mr. Wetterlind has
requested. Councilmember Cox inquired if Councilmember Schlueter would have a
problem with the subdivision if it came back to Council with one acre lots,
which is less than what rural residential requirements specify. Councilmember
Schlueter stated that she would consider it from Mr. Wetterlind's position but
she is not going to asst~ne that he desires to subdivide in that way and vote on
that assunption. Councilmember Sorteberg inquired if Council is discussing
easements or built roads. Mr. Goodrich stated that platting requires built
roads; Council can name a time limit on road installation. Councilm~nber
Reimann pointed out that it was intended for cul-de-sacs to connect with
through streets for better road maintenance and police surveillance. Mr. Art
Raudio was present and stated that if the stubs are not going to be used, the
City should cease to require them, as they are an added cost burden for the
developers.

Motion carried. Voting Yes: Acting Mayor Reimann, Councilmembers COx and
Sorteberg. Voting No: Councilmember Schlueter. Absent: Mayor Heitman.

E. Request Fo~ Metes And Bounds Subdivision: Case Of Ms. Lorraine Stone -

Ms. Stone was present.

Councilmember COx noted that there is a considerable amout of iow land on this
parcel of Ms. Stones.

Mr. Goodrich stated that geography can be considered as a hardship for metes
and bounds subdivisions.

April 23, 1985
