Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that the City <br />Council adopt the resolution receiving bids and awarding the contract for Improvement Project <br />#0420, Ehncrest Park Soccer Field Grading, to Park Construction in the amount of $88,481. <br /> <br />Further discussion: Councilmember Kurak inquired if there was a concern that the bids varied so <br />much. Parks/Utilities Supervisor Boos replied that Park Construction had stated that they would <br />be very aggressive with their bid because they wanted the work and they are familiar with the site <br />and the project. Mayor Gamec stated that Park Construction is big in irrigation, so he was glad <br />to see that they were going to be doing the work. Councilmember Zimmerman noted that the <br />item was on the consent agenda and included an amount of $439,000. Parks/Utilities Supervisor <br />Boos explained that $362,000 was budgeted for the project plus the $100,000 grant the City <br />received for the project. Councilmember Zimmerman inquired if staff was asking the Finance <br />Committee to approve the entire $439,000. Parks/Utilities Supervisor Boos replied no, <br />explaining that they would only be approving the grading at this time. City Administrator <br />Norman noted that the item will be pulled from the Consent Agenda and handled as a Finance <br />Committee item. Counciimember Zimmerman inquired where the funds would come from to <br />pay for the project. Parks/Utilities Supervisor Boos replied that funds would come from the Park <br />Trust Fund, and the grant the City received, as well as incidental staff time. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #1: Approve Water Supply for River's Bend Irrigation <br /> <br />Parks/Utilities Supervisor Boos stated that two irrigation projects were approved and installed as <br />part of the 2001 Parks Capital hnprovements Program. Solstice Park was substantially complete <br />with staff and the contractor collaborating on the final elements such as the meter piping, <br />electrical supply and cabinetry. $45,000 from the Park Trust Fund was earmarked for Solstice's <br />irrigation and landscape improvements. Rivers Bend Park's irrigation was complete except for <br />the main line from Pumphouse #1 to the athletic fields, and the work needed to convert Well #2 <br />for irrigation. $50,000 in Lawful Gambling Fund monies was approved by the Council for the <br />River's Bend project. In July 2001, City Council approved the full $50,000 for River's Bend, <br />but only $15,690 for Solstice Park. At that time, staff explained that some of the budgeted Park <br />Trust Fund monies (earmarked for Solstice), would be needed at River's Bend to complete that <br />large irrigation project, and Solstice's project could probably be completed for the amount <br />approved. Of the $95,000 budgeted in 2001 for the two projects, $45,160 was expended on the <br />actual irrigation system's installation. An additional $2,000 will be required for Solstice Park, <br />leaving $47,840 fi'om the original budgeted amount as part of the approved 2001 Capital <br />Improvement Program. Now that the design and quotations had been received, staff was <br />requesting authorization to complete the River's Bend water supply portion of project at a cost of <br />$32,800. Both parks' irrigation systems will be complete by authorizing a not to exceed amount <br />of $32,800. <br /> <br />Finance Committee/March 12, 2002 <br /> Page 2 of 5 <br /> <br /> <br />
