Motion by Cmmcilmember Kurak, seconded by Councilmember Anderson, to recommend that <br />the City Council approve $32,800 for River's Bend Park's water supply, with $18,600 funded <br />from the Lawful Gambling Improvement Fund, and the balance from the Park Trust Fund. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: Consider Computer Web Site Design and Subscriber Services <br /> <br />City Administrator Norman stated that City staff has been in the process of reviewing steps to <br />bring the City's computer web site back on line since the site fell into disrepair sometime during <br />the year 2000. A case for web site design was brought before the Council on April 10, 2001, <br />when prices were compared between two freelance proposals. Council could not reach an <br />agreement and staff recommended utilizing the services of a technology consultant whose <br />services had been utilized by Connexus Energy in the past. The Council agreed to engage the <br />services of Barry Johnson of Dynamic Information Systems LLC, on June 26, 2001. A series of <br />recommendations were presented by Mr. Johnson in October 2001. One recommendation by Mr. <br />Johnson had been recently approved by the City when the City changed its desktop and network <br />support services with NetMark to LOGIS. The City Council met at a work session on March 5, <br />2002, to discuss the web site and subscriber services portion of Mr. Johnson's recommendations. <br />Mr. Johnson provided further information, relating to his recommendation in October, to contract <br />with GovDocs for web site and subscriber services. The web site design package included a <br />below cost fee of $500 for set-up and a monthly hosting fee of $75. The subscriber portion of the <br />GovDocs services included a $9,130 set-up fee with a monthly charge of $880. Mr. Johnson's <br />analysis on March 5 compared the subscriber services portion of the GovDocs proposal with <br />other providers of similar subscriber services component. While it was noted that there were no <br />suitable "apples to apples" service providers of the subscriber service component, Johnson did <br />provide three alternative solution approaches to comparing other service providers. The cost and <br />value analysis presented to the Council on March 5 concluded that GovDocs was the lowest cost <br />provider of subscriber document services. While the Council session of March 5 included a <br />lively discussion, a consensus was not determined. The Mayor directed staff to present the <br />recommendation during the next regular Council meeting for Council consideration. Barry <br />Johnson of Dynamic Information Systems had recommended to the City Council that the City of <br />Ramsey contract with GovDocs for web site design and document subscriber services. The web <br />site design portion of the services would be a $500 one-time set-up fee and a $75 monthly <br />hosting fee. The on-line document subscription portion of the proposal would cost $9,130 for <br />initial set-up fee with an on-going monthly fee of $880. <br /> <br />Councihnember Kurak stated that after comparing the bids the City received from freelancers for <br />web site design to the proposal of GovDocs, the City will be paying 20 percent more for the <br />extended services of GovDocs and approximately 1/3 more for maintenance. She feels that the <br />GovDocs proposal was acceptable because the City would be receiving the subscriber services <br />and if the City were to chose to cancel the contract with GovDocs, the City would still own the <br />web site. <br /> <br />Finance Committee/March 12, 2002 <br /> Page 3 of 5 <br /> <br /> <br />
