Councilmember Hendriksen stated that the quotes the City received from the freelancers assumed <br />that they would be updating the site with meeting minutes etc, which is not included in the <br />GovDocs figure. He stated that he had a made a real effort to not make a recommendation other <br />than suggest how to proceed by providing encouragement to staff as part of a list rather than an <br />individual name, but so many incorrect statements were being made so he went out on his own. <br />He presented a proposal from Johnson Web Services who would develop the same service as <br />GovDocs for a one time fee equivalent to what it would cost for the first year of service with <br />GovDocs, but then the City would solely own the site and would not have any ongoing costs, <br />which would be a savings of about $10,000 per year. <br /> <br />Councilmember Anderson inquired as to what the costs would be after the initial year in the <br />proposal by Johnson Web Service. <br /> <br />Councihnember Hendriksen replied that they would produce the functionality for a one-time <br />charge, after the first year there would be no charge except for web hosting, but he is aware that <br />the City already has some space with LOGIS for web site hosting. He stated that the City had a <br />consultant who reported that it would cost the City $100,000 to $250,000 to replicate the services <br />of GovDocs and he was very concerned that the City is paying an individual for that analysis. <br /> <br />City Administrator Norman replied that if indeed that is a fact, it is a concern, but the question is <br />can Johnson Web Service duplicate the services of GovDocs. <br /> <br />The GovDocs representative stated that Tammy Johnson of Johnson Web Service contacted <br />GovDocs indicating that she was working with Terry Hendriksen to help him better understand <br />their proposal so he walked her through a proposal. He asked Ms, Johnson if she was looking to <br />contract with the City and she answered no. He did not think that was very ethical on the part of <br />Ms. Johnson. <br /> <br />Councilmember Kurak inquired if the proposal from Johnson Web Service would include <br />subscription services. <br /> <br />Councihnember Hendriksen replied yes. He explained that he spent some time to find a web site <br />designer who was doing work for a City and Ms. Johnson indicated that she had previously done <br />some research with GovDocs, which is why he focused on her company. Subsequently, she <br />chose to talk to GovDocs to verify the information and features and functions. Ms. Johnson felt <br />confident that she could deliver a similar product and was willing to put up a mock site for <br />Council review. He stated that when the City is looking at owning a web site at a one-time <br />charge, which is consistent with 13 month of charges for GovDocs, he felt they should be <br />considering the alternative. <br /> <br />Councilmember Kurak stated that she was not comfortable that Johnson Web Services is located <br />in South Dakota. <br /> <br />Finance Committee/March 12, 2002 <br /> Page 4 of 5 <br /> <br /> <br />
