pineview Estates Unplatted Area - <br /> <br />Motion by Mayor Heitman and seconded by Councilmember Reimann to receive the <br />petition objecting to storm drain improv~nents in the Pineview Estates <br />Unplatted area (Project #85-1) and to direct City Staff to place said petition <br />on file. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />A) Reg_ue~st For. Riqht~Of-Wa_v Reimbursement And Grading Costs For Dysprosium <br /> Street NW In Flintwood Hills Second Addition - <br /> <br />Mr. Raatikka stated that Ramsey has not established a Road and Bridge <br />Committee for 1985, but Councilmembers Cox and Sorteberg did meet with City <br />Staff and developer regarding this issue. <br /> <br />Mr. Berg stated that City Engineer Raatikka has prepared a new recommendation. <br />Inasmuch as the plat was approved at a time when there were no assessments for <br />MSA streets, the proposed assesmments to the developer would be deleted in <br />exchange for right-of-way donation. Ramsey should pay the developer for the <br />necessary common excavation and muck excavation. <br /> <br />Councilmember Cox pointed out that in order to make the plat acceptable, it <br />will require considerably more grading and excavation; the City will recover <br />it's payment to the developer for this excavation through the assessments to <br />that area. <br /> <br />Mr. Berg stated that the City could have built the MSA road with less yardage <br />excavation, giving no consideration to surrounding lands; this action would <br />have resulted in rendering some lots useless; Mr. Raudio brought this fact to <br />the City's attention and that is the reason for the added excavation oosts. <br /> <br />MAyor Heitman inquired as to where the excavation cost estimates from. <br /> <br />Mr. Raatikka stated that he computed the figures. <br /> <br />Mr. Raudio stated that there was a study going on during platting for an <br />alignment of the MSA road to extend from Anoka through Ramsey and Mr. Holm <br />reluctantly agreed to let the MSA road go through this plat; the City <br />shouldn't penalize someone for cooperating; if the MSA road hadn't been <br />aligned through Flintwood II, it would have had to pass through Flintwood I or <br />in the area of F~NO tower. <br /> <br />Mr. Raatikka confirmed Mr. Raudio's statement. <br /> <br />Councilmmmber Cox stated that he was of the understanding that the develoI~nent <br />would still receive assessments for the MSA road. <br /> <br />Mr. Berg stated that the new recommendation is to forego any assessments for <br />the MSA road in exchange for right-of-way donation, based on the fact that at <br /> May 14, 1985 <br /> <br />Page 12 of 20 <br /> <br /> <br />
