the time the subdivision was approved it was not the City's policy to assess <br />MSA streets; developer will be reimbursed for muck and common excavation. <br /> <br />Mr. Raatikka stated that if the City waives the MSA street assessments to <br />Flintwood II, the City's share of the road construction would be approximately <br />$5,000. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to <br />incorporate the following recommendations contained in City Staff m~no dated <br />May 9, 1985 into the develol~nent agre~ent with the developer of Flintwood <br />Hills Second Addition: <br /> <br />1. To forego any assessments for MSA road construction to the developer. <br /> <br />2. Developer will be reimbursed for grading 23,000 cubic yards at $1.44/ <br /> cubic yard. <br /> <br />3. Developer will be reimbursed for 800 yards of muck excavation at <br /> $2.0O/cubic yard. <br /> <br />4. Right-of-way for Dysprosium Street NW will be dedicated as part of <br /> the P.U.D. at no cost to the City. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Council recessed at 9:30 p.m. <br /> <br />Mayor Hei~nan called the meeting back to order at 9:40 p.m. <br /> <br />~ EngineeriBg (continued): <br /> <br />B) Establishing Construction. Financing. Connection And Assessment Policies <br /> On Streets And U~ilitie~ - <br /> <br />Mr. Goodrich noted that there is an amendment to the proposed resolution to <br />establish construction, financing, connection and assessment policies on <br />streets and utilities. <br /> <br />Council unanimously consented to dispense with the reading of the resolution. <br /> <br />Councilmember COx inquired as to the Charter Commission's decision regarding <br />concerns with the Charter requiring the reading of resolutions. <br /> <br />Mayor Heitman stated that he was unable to attend the April 25, 1985 Charter <br />meeting and is not sure what the Commission's position is. <br /> <br />Councilmamber Cox requested Mayor Heitman to follow up on the resolution <br />reading matter. <br /> <br />Mayor Heitman stated that he would try. <br /> <br />Motion by Councilmember Sorteberg and seoonded by Mayor Heitman to approve the <br /> May 14, 1985 <br /> <br />Page 13 of 20 <br /> <br /> <br />
