following amendments to the proposed resolution to establish construction, <br />financing, connection and assessment policies on streets and utilities: <br /> <br />~d thef~lowing paregraph: <br /> <br />1) B) (7) <br /> <br />Pending Assessments - In the event that the special <br />assessments on a project have not been levied at the time <br />of the application for a certificate of occupancy for any <br />structures, the owner of the lot or developer shall escrow <br />with the City Finance Department 105 percent of the <br />estimated assessment or show proof of escrow with a <br />mortgage company. At the time the assessments are levied, <br />the escrow shall be used for the payment of the assessment <br />and any excess funds shall be returned to the owner or <br />developer. <br /> <br />Make the following corrections to Section E)(1): <br /> <br />Third Paragraph: Change 1.500 gallons to 1,500 gallons. <br /> <br />Fourth Paragraph: Change building permit in the first sentence to <br />certificate of occupancy. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Motion by Councilm~mber COx and seconded by Mayor Heitman to adept Resolution <br />#85-89, as amended, establishing construction, financing, connection and <br />assessment policies on streets and utilities. (Please refer to resolution <br />file for Resolution #85-89). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~ubers Sorteberg, COx, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Councilmember Cox stated that if the Charter Commission does not resolve the <br />concern regarding the reading of resolutions in the very near future, Council <br />will be reading the resolutions again; the law is inappropriate. <br /> <br />Mayor Heitman asked Councilm~mber Cox if he attended the April 25 Charter <br />Commission meeting regarding charter concerns. <br /> <br />Councilm~ber COx stated that he was unable to attend that Charter meeting. <br /> <br />Case #3: Mr. L_vle McLaughlin's Invitat~o~ For Ramsey TO Oo-Sponsor The Grand _Opening Of River' s Be~; <br /> <br />Mr. McLaughlin stated that Go-sponsoring the grand opening of River's Bend <br />does not imply financial involvsment for the City; the invitations sent to <br />press, city and county officials, etc., would be from River's Bend and City of <br />Ramsey. <br /> <br />May 14, 1985 <br /> <br />Page 14 of 20 <br /> <br /> <br />
