Mayor Hei~an inquired if lending Ramsey's name to the grand opening of
River's Bend wouldn't be considered discriminating against other developers in
the City.

Mr. Goodrich stated that the distinction in this case would be that River's
Bend is the first development in Ramsey to be serviced by municipal sewer and
water and Ramsey's involvement in the grand opening should be geared to that
fact.

Motion by Councilm~r Cox and seconded by Councilmember Reimann that Ramsey
co-sponsor the grand opening of River's Bend at no cost to the City; further,
that the invitations be submitted to the City Attorney for review prior to
mailing.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx,
Reimann and Schlueter. Voting No: None.

Case #1 .. Tax Increment Financing:

Mr. Schnelle was present for this case.

Mr. Schnelle stated that Ms. Waelti has proceeded to prepare a tax increment
progr~ for Ramsey.

Case 92.- .~olice Labor Negotiations:

Gouncilmember Reimann stated that he thought salary increases for police in
1985 would be minimum in view of the fact that the police received an
excellent salary package in 1984. Councilm~mber Reimann stated that he is
recommending a 3% increase in salary; no increase to health insurance;
attendance to training for POST credits will be at officer's expense, only
tuition, mileage and meals will be reimbursed; officer's to contribute one
hour per month in administrative time.

Mr. Schnelle stated that Councilm~mber Reimann's recommendation represents a
net increase of 1.61%.

Councilmember Cox stated that based on the police contract and the longevity
pay contained therein, the increase nets out at 8%. for three of the officers.

Mr. Schnelle stated that longevity pay is a part of signed contract; what is
being negotiated is annual salary and health insurance; the police department
has agreed to withdraw their request for an additional holiday.

Councilmember Schlueter agreed that longevity is a given that the police
received in arbitration in 1984 and it would not be appropriate to discuss
that item during this years negotiations.

Councilm~ber Reimann stated that Council should show some leadership; make an
offer and stand by that offer even if it must go to arbitration and mediation.

Councilm~r COx stated that the average increase to income resulting from
all 1984 labor negotiations was 2.4%. Councilmember Cox stated that
May 14, 1985
