dumping days for Ramsey residents, it might be appropriate to review the
request for a mining permit; Councilmember Cox's position that the owner of
the landfill should not be prohibited from finalizing the hill with proper
cover age.

Councilm~r $chlueter stated that at a city meeting the owner of the
landfill was asked if the fill in the south 80 would actually be used to
complete the site presently being used and they could not answer the question.

Councilm~r Cox stated that he heard at that same meeting that pro~er
coverage would prevent sliding slopes. Councilmember Cox stated that he
thinks the motion for the Landfill Ad Hoc Committee to review the aspects of
the request for a mining permit should stand; if the Landfill Committee makes
a recommendation, Council can act on it.

Councilmember Schlueter stated that she attended a meeting where Don Otter was
present in the audience; the subject of sliding slopes was being discussed;
she was left with the impression that Waste Management of Minnesota doesn't
want any responsibility because of the liability.

Mr. Schnelle stated that Landfill Ad Hoc Committee Chairman LeLeux has
requested that the April 16, 1985 Council minutes be placed on the next
regular agenda of the Landfill Committee for discussion and recommendation.

Councilm~mber Schlueter stated that the City cannot take any action on the
permit request because there is a moratorium in place.

Mayor Heitman stated that the direction to review the request for mining
permit is foolish considering the moratorium.

Councilmember COx stated that the Landfill Ad Hoc Committee can act as far as
recommending a position for the City regarding the request for a mining
permit.

Mr. Schnelle stated that if the April 16 Council minutes have not been
approved, the subject motion can be amended or corrected.

Mayor Heitman stated that if the Landfill Ad Hoc Committee minutes indicate
that the issue is referred back to City Council for clarification, Council can
drop the issue.

Mr. Steve DeLuca stated that his understanding of the April 16 Council minutes
is that knowing that the moratorium is in place, Council is looking for
direction iuf and when the moratorium is lifted.

Mayor Heitman stated that he feels there is a vast supply of discussion
missing from the April 16 Council minutes; that what is recorded is not what
happened.

Motion by Councilmember Reimann and seconded by Mayor Heitman to adjourn this
special meeting of the Ramsey City Council.
May 14, 1985
