e) City Planner - Council noted. <br /> <br />f) City ~gineer - Council noted. <br /> <br />OOUNCIL BUSINESS <br /> <br />~ Co~m~mnity Fund Raiser In Conjunction With Lutheran Brotherhood <br /> <br />Councilmember Cox stated that the Lutheran Brotherhood has offered a donation <br />to Ramsey for park development in the amount of $13,000 provided the City can <br />match the offer; a con~ittee has been formed to plan a community fund raiser to <br />match the donation amount offered. The planning committee has scheduled a <br />community festival at Central Park on July 12, 13 and 14; the festival will <br />consist of a softball tournament. Councilmember Cox stated that some of the <br />items needing attention are: 1. Is a conditional use permit for the festival <br />required? 2. 350' of snow fencing along the home run lines of each of the 4 <br />fields. 3. Jaycee's will be managing the beer concession and will need a <br />temporary beer license. 4. Liability waivers for participating teams. 5. A <br />raffle will be part of the festival; are any special permits required? <br /> <br />Councilmember Cox stated that any organization or individual wishing to work on <br />the community festival is welcome; the planning committee conducts meetings <br />eveu] Thursday at 3:30 p.m. at City Hall. Councilmember Cox also noted that <br />the Ramsey Jaycees are attempting to obtain a $13,000 matching donation from <br />the National Jaycee Headquarters. <br /> <br />Council directed City Attorney to research whether or not a State permit is <br />required to conduct a raffle. <br /> <br />Mr. Larry Lindahl of the Ramsey Jaycees was present and stated that the Jaycees <br />have held many raffles and no permit has ever been required. <br /> <br />Mr. Schnelle stated that no conditional use permit would be required for the <br />community festival. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox to grant a <br />temporary 3.2 beer license to the Ramsey Jaycees for the following dates and <br />times: <br /> <br />July 12, 9:00 a.m. to 9:00 p.m. <br />July 13, 9:00 a.m. to 9:00 p.m. <br />July 14, 12:00 noon to 9:00 p.m. <br /> <br />Further, that issuance of the temporary 3.2 beer license will be contingent <br />upon the Ramsey jaycees providing proof of dram shop insurance. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter.
