Revenue And _Expenditure Report For April 1985 - <br /> <br />Council noted. <br /> <br />Adoption Of Resolution Requ_ esting Change Of _Speed Limit On 167th <br /> Avenue NW: <br /> <br />Mayor Hei~an called for a unanimous consensus to dispense with the reading of <br />the resolution. <br /> <br />Councilmember Cox stated that at the last meeting he indicated and Council <br />took action to request that the Charter Commission review the necessity of the <br />reverse law in the Charter requiring the reading of resolutions, a law to which <br />Council has basically agreed is inappropriate. Councilmember COx stated that <br />apparently the Charter Commission has not taken any action; there could be a <br />situation of 20 resolutions being read tonight if there isn't a unanimous <br />consensus to dispense with the reading. Councilmember COx stated that in his <br />opinion, the Charter Commission very improperly forced a charter down the <br />throats of Ramsey citizens. The only way the Charter Commission will <br />understand is if they see there is a problem; these concerns were initiated <br />well over 90 days ago and the Charter Commission has not addressed the~ yet. <br />The Charter Commission cannot even get a quoru~ of members to attend meetings <br />to take action on items of concern like the 60 day waiting period imposed on <br />100% assessed projects. Councilm~mber COx stated that the public has a right <br />to know why the Council will be reading all resolutions prior to adoption -- <br />certain Charter requirements create problems for the people of Ramsey and the <br />Charter Co~mission is not addressing the issue. <br /> <br />Mayor Heitman stated that the Charter Commission has not addressed the issue as <br />of yet. <br /> <br />Councilmember Cox replied that the Charter Commission does not feel that the <br />changes to the Charter requested are appropriate; the City has had to delay <br />appointments to vacancies on Cxm~issions as a result of the newsletter <br />schedule. Councilmember COx stated that he has encouraged that the changes be <br />accomplished and as a result of the Charter Commission's inability to act, <br />nothing has been done. Councilm~mber COx stated that he can provide <br />documentation distributed during Mayor Heitman's campaign stating that Mayor <br />Heitman will support the majority; Councilmember Cox stated that the majority <br />would like to know the facts. Councilm~mber Cox explained that he received his <br />May 28 agenda on Friday, the eve of a holiday week-end, and he has not had a <br />chance to review all the resolutions in the agenda; therefore, the resolutions <br />should be read and the people in the audience will also be well informed. <br />Councilm~mber COx stated that another Charter requirement that is not needed is <br />Councilpersons serving as precinct liaisons; Councilmember Cox sited Mayor <br />Heitman's attendance of a recent Landfill Committee meeting as an example of <br />how one person representing Council allows for a bad situation. <br /> May 28, 1985 <br /> <br />Page 14 of 31 <br /> <br /> <br />
