Change Of Speed Limit On 167th Avenue NW until the next regular Council meeting
based on the fact that there are people in the audience with business items to
be addressed that do not involve resolutions and that it does cost the City
money to have Staff persons present at Council meetings for the purpose of
conducting business.

Councilmember Sorteberg seconded the motion.

Further DiScussion.' Councilmember Cox stated that a lot of people in the
audience may not think his actions are appropriate, but he was elected to
represent the people of Ramsey and he is serious about that. Councilmember Cox
stated that the Mayor indicated that he is very supportive of getting the
requirement of resolution reading changed; apparently the Mayor recognizes that
it is a reverse law; if it is wrong, attempts should be made to change it; as
an accountable representative, Gouncilmember COx stated that it is his
responsibility to attempt to change it. Councilmember Cox stated he will waive
the resol,~tion reading this evening in view of the fact that there are near 20
resolutions to be adopted and reading all of them would prohibit any con~nunity
business from being accomplished. Councilmember Cox stated that he has backed
off of the resolution reading issue for over 3 months and will back off for
another 30 days in order to allow the Charter Commission enough time to get a
quor~n together to bring this reverse law into proper perspective.
Councilm~mber Cox stated that there are other items in the charter that are of
concern to this co~nunity as far as cost and future tax base and the Charter
Con~nission must get off their duffs and address them. Mayor Heitman stated
that he will make every attempt, within reason, to attend a Charter Commission
meeting to address these items and noted that he does not have much choice when
he must go out of town on business. Councilmember COx asked Mayor Heitman if
the Charter Co~mission meeting could be scheduled at a time when Mayor Heitman
is sure to be in town. Mayor Heitman stated that he will request the Charter
Con~nission to do so. Councilmember Cox stated that he will agree to waive the
reading of resolutions until the next regular Council meeting scheduled for
June 25, 1985. Councilmember COx stated that if something has not been done by
June 25, the people can expect to be hearing resolutions read at Council
meetings. Gouncilmember Cox stated that citizens should have the right to have
resolutions explained; the citizens have always had that right in Ramsey.

Mayor Heitman withdrew his motion to table Case #2.

Council unanimously consented to waive the reading of the resolution.

Motion by Councilmember Schlueter and seconded by Councilmember Cox to adopt
Resolution #85-90 requesting the State of Minnesota reduce the speed limit from
50 m.p.h, to 40 m.p.h, on 167th Avenue k~ (MSA Route) between CSAH $5 and State
Highway $47. (Please refer to resolution file for Resolution $85-90).

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: NOne.

Case S3.. Police Labor Neqotiation$;

Mr. Schnelle stated that the police turned down the City's offer of May 14,
1985 which included a 4% cost of living increase, a $10 increase to health
May 28, 1985
