insurance benefits, attendance at training for POST credits will be at the
officer's expense with the City paying for tuition, mileage and meals only, and
each officer oontributing 12 hours per year of administrative time. Mr.
Schnelle stated that the police department will consider the following offers:

a) 1 year contract - 5% cost of living and $10 per month increase in
City's share of health insurance, or

b) 2 year oontract - 4.5% each year for two years and $10 per month
increase in health insurance each year.

Counci~r Reimann stated that if the City deletes the conditions regarding
training and administrative time, the City is increasing it's offer and not
receiving anything in exchange. Councilme~ber Reimann asked if Mr. Schnelle or
Mr. Auspos have come up with any alternatives other than what is stated above.
Councilm~mber Reimann stated that there is no bargaining in what the police
have counter-offered.

Mr. Schnelle stated that no other alternatives have been discussed.

Councilmember Reimann stated that with a 4% cost of living increase and
longevity, each officer would actually be receiving a 10% increase.

Mr. Schnelle stated that a letter was received from Labor Relations and they
state that a 5% cost of living and $15 health benefit increase is in the
ballpark. Mr. Schnelle stated that the Federal Government says that some of
the items included in Ramseys offer regarding administrative time and training
attendance are unfair labor practices.

Councilmember Cox stated that administrative time and training are in the scope
of doing the job; citizens don't realize how they are being taken.
Councilmember Cox stated that this is not necessarily an opinion of his but it
is the opinion of a lot of people. It is no longer government by the people;
Council was voted into office to make decisions regarding City employees and
Council doesn't have a lot of say anymore; the employees join a union and take
what they want; it is government for the people. Councilme~ber Cox stated that
State retirees received a 6-1/2% increase in retirement; the National average
increase major unions obtained was 2.4%; Ramsey's employees take a 5-12%
increase in one year. Councilmember Cox stated that people are beginning to
believe that government is organized, legallized crime; government is an
octopus at your pocketbook. Councilm~mber Cox stated that some people run for
office because they are fed up; businesses are leaving Minnesota left and
right; Ramsey is updating all it's equipment while the rest of the economy is
going to pot; everything is backwards in Ramsey; it is time to be accountable
and reject unreasonable demands.

Councilme~ber Reimann stated that the negotiations with the police department
are one sided; they are telling the City what they want and will not take
anything less. Councilmenber Reimann stated that he feels a 3% cost of living
for 1985 is more than sufficient.

Councilmember Schlueter inquired as to the advantage of a two year contract.

May 28, 1985
