Mayor Heit~an stated that if the seminar is worthwhile and those attending will <br />be better able to serve the City as a result, the normal business practice is <br />to reimburse for mileage, hotel and meals. <br /> <br />Councilme~r Reimann stated that Mr. Balabon's and Mr. Mevissen's attendance <br />at these se~i~ars did not receive prior Council approval. ~ <br /> <br />Mr. Schnelle stated that issues of this type have been before Council many <br />times and he would like to see Council establish a written policy. Mr. <br />Schnelle stated that past policy has been that attendance at seminars and <br />training is approved ky the City Administrator; if attendance has some abnornal <br />involvenent, it would go before the Personnel Committee for prior approval. <br /> <br />Mayor Heitman inquired if Mr. Schnelle's statement was oorrect; that in certain <br />instances, attendance requires the City Aclninistrator's approval and in other <br />instances, prior approval from the Personnel Committee is required. If this is <br />so, which category does this instance with Mr. Balabon and Mr. Mevissen fall <br />under · <br /> <br />Councilm~mber Sorteberg stated Mr. Schnelle can approve attendance at seminars <br />that were not scheduled during the first part of the year. <br /> <br />Mr. Schnelle stated that information gained at seminars is necessary; Mr. <br />Mevissen needs this training because the City is going into the municipal sewer <br />and water business; he needs to trained and licensed for these types of <br />services. <br /> <br />Councilmember Reimann stated that if he didn't go through the bills prior to <br />authorizing payment, a lot of things like this would be passed right by the <br />Council; it is his job to bring these things to Council's attention· <br /> <br />Motion by Mayor Heitman and seconded ky Councilm~mber Schlueter to direct the <br />Personnel Cxm~nittee to establish a policy, for Council review and adoption, <br />regarding situations involving City employees attending seminars, conferences, <br />meetings and training; specifically, notification and approval requirements, <br />expenses involved and what will be reimbursed. <br /> <br />Further Discussion: Mr. Schnelle stated that these situations come up so often <br />and the ensuing discussions are a waste of time; that many times in the past he <br />has requested a written policy be established and he was insulted by a person <br />who used to sit on the Council. Mr. Schnelle stated that he has asked to have <br />a policy established, in writing; he prefers to have a written policy. <br />Councilmenber Reimann stated that he ham requested a written policy on spending <br />also and Staff never did anything about it. Mr. Schnelle stated that he tried <br />to get something established a long tim~ ago, which Councilm~mber Reimann was <br />on Council, and it got voted down. Councilmenber COx stated that he has read <br />Personnel Omm~ittee minutes and he sees a lot of Personnel C/mmittee requests <br />that never get to Council. Councilm~nber COx stated that if Mr. Schnelle <br />wanted a policy established in writing, he would have seen to it that it was <br />done. Councilmenber COx recalled that when he served on the Personnel <br />Committee, things got passed over because they were not things Mr. Schnelle <br />liked to hear.
