PROCEEDINGS OF CITY (DUNCIL
FOBLIC HEARING
CITY OF RAMSEY
ANOKA GOUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a public hearing on Tuesday, June 25, 1985 at
the Ramsey Municipal Center, 15153 Ncwthen Blvd. N.W., Ramsey, Minnesota
regarding City Charter amendment.

Members Present:

Mayor Gary Heitman
Councilm~mber A1 Sorteberg
Councilm~mber Gary Reimann
Councilm~mber Arnie Cox
Councilme~ber Jean Schlueter

City Administrator Lloyd Schnelle
City Attorney William Goodrich
City Engineer Peter Raatikka
Director Of Technical Services Clayton Berg
Chief Accountant Jeanne Haapala
City Planner Anne Norris
Reporter Angela Flint

Mayor Hei~an called the public hearing to order at 9:15 p.m.

City Attorney Goodrich stated that pursuant to State law, the proposed
ordinance to amend the City Charter was published in the Anoka Union on June 14
and June 21 and this public hearing is being conducted. City Attorney Goodrich
stated that if the City Council adopts the ordinance, it will be published
again and does not become effective for 90 days. The amendment will r~ove the
Charter requirement that resolutions and ordinances be read prior to adoption
unless there is a unanimous consent of Council not to do so; ordinances and
resolutions will still have to be presented in writing prior to adoption.

Mayor Heit~an explained that during charter formation, Council adopted an
ordinance that was presented at the last minute; as a result, the Charter
Commission had written the reading requirement into the Charter to prevent a
similar situation fr~m happening again. The requirement has proved to be
an unworkable situation as one councilm~mber contends that requiring a reading,
unless Council goes through the motions of dispensing with each reading, is a
reverse procedure. Mayor Heitman stated that the change to the Charter is very
minor; if the Gouncil majority wants a resolution or ordinance read, it will be
read.

Councilm~mber Schlueter noted that ordinances still cannot be adopted the same
June 25, 1985
