This afternoon (June 13, 1985) Arnie Cox came up to the count <br />at City ~ali and requested that we write a check in the amount of <br />$1,228.75 to Twin City Marine for the purchase of a boat and <br />trailer. At the time of the request (4:15~m) there was no one at <br />City Hall aware that the Council had approved writing such <br />check. <br /> <br />According to our purchasing ordinance, which staff members are <br />required to follow, state that for all purchases: <br /> <br />A purchase requisition must be made out in advance of <br />the purchase, <br />A typewritten purchase order must be prepared based on <br />the information in the purchase requisition, <br />The City Administrator must approve and sign all <br />purchase orders, and <br />Council approval must be received ~ for any <br />purchases exceeding $500. <br /> <br />According to the ordi .nance, adopted by Council, these procedures <br />should be followed in order. <br /> <br />Penny questioned Arnie Cox to be sure the purchase of the boat <br />and motor had been approved by City Council. Arnie stated that <br />Bill Goodrich approved writing the check. <br /> <br />Clayton called Bill Goodrich-and he confirmed that the Council <br />did approve the purchase at the last Council meeting. <br /> <br />Please note that prior to calling Bill Goodrich the Council <br />minutes had not been completed, Sylvia Frolik was not in the <br />office. You were on vacation, and no other individual was <br />available to confirm that the boat and motor was approved by <br />Council. <br /> <br />After the conversation with BillGoodrichKathie typed the check <br />and the signed check was completed at 4:35 (20 mintues after he <br />first made the request). Arnie did not wait for the check and <br />commented on how difficult it was to get. a check at City Hall. <br /> <br />Possibly what staff should do is educate new Council members on <br />current financial policiesand ordinances so that this situation <br />does not occur in the future. <br /> <br /> <br />
