Councilmember Strommen agreed that this is the time to take land and cash where we want - <br />when it's being developed - not after the fact. <br /> <br />Councilmember Elvig stated that it takes money to keep open space and people need to know <br />that. He would like to find a vehicle to get a fund set up - build up an endowment. We need to <br />look for foundations who may be interested in doing this type of thing. He stated he would like <br />to get aggressive about that. <br /> <br />Councilmember Zimmerman stated that the City has been using the Landfill Trust Fund for the <br />parks and he is in agreement that there should be a special maintenance fund set up. <br /> <br />Councilmember Eivig inquired what the cap is for park dedication - $2,500? <br /> <br />Finance Officer Lurid replied that Andover is looking at $2,200. <br /> <br />Councilmember Zimmerman felt that $2,500 would not be out of line. We will have a town <br />center - we are looking at big needs. <br /> <br />The Committee agreed that it should be changed to $2,500. <br /> <br />City Administrator Norman felt that $2,500 was too high. <br /> <br />Mayor Gamec pointed out that the "mean" is $1,750. <br /> <br />Councilmember Elvig stated he would recommend higher than $1,950 and suggested maybe <br />matching Andover. <br /> <br />Consensus of the Committee was to match the Andover amount of $2,200 for this year and to <br />discuss the amount again next year. <br /> <br />Rezoning applications, professional services and vacation of easements was discussed. It was <br />questioned whether or not the City was charging enough for applications. Ms. Lund offered to <br />bring back all the application fees following a research of the amount of staff time put in the <br />process, etc. <br /> <br />There were questions and answers relating to sewer and water fees, connection, lateral, etc. Ms. <br />Lund reported that she put 5% in for an increase for water and is keeping sewer where it is <br />because we were on the "high end". She has seen rates anywhere from 90¢ to $4.00. The rates <br />we have been charging have kept our water utility very well but now we have additional with the <br />Town Center. <br /> <br />Councilmember Elvig suggested maybe we should look at this fee at the half year to see how we <br />are doing. <br /> <br />Finance Committee/November 25, 2003 <br /> Page 4 of 5 <br /> <br /> <br />
