charges is for a re-inspect. The original inspection fee is figured into the cost of the building <br />permit. <br /> <br />Councilmember Elvig mentioned license late fees. If we want people to pay on time, we need to <br />make them pay extra if they are late. He presented a list of late fees St. Louis County charges. <br /> <br />Discussion ensued relating to late fees and how to figure them. <br /> <br />Councihnember Elvig felt that the equipment rental numbers look compatible. He reported that <br />the conditional use permit - environmental permit - St. Louis County charges a fee of $500 <br />where the City of Ramsey charges $125. He felt there is a lot of work involved in this and he <br />wondered if there should be a higher fee. Ms. Lund responded that the $125 is the number she <br />got from Community Development Director Frolik. Councilmember Elvig suggested that staff <br />review the amount of hours involved. He was concerned that we may not be charging for our <br />actual time. <br /> <br />Finance Officer Lund stated that this fee listed is the application fee, and then money is escrowed <br />for the hours of work. Councilmember Elvig agreed that works. Councilmember Zimmerman <br />felt that the application fee could be a little higher - especially on the comp plan, etc. <br /> <br />Councihnember Elvig, with regard to park dedication, suggested that we begin developing an <br />escrow or endowment fund for parks and he would like to suggest we do it for maintenance. If <br />we are charging $150 - can we call that an endowment fund and use it in the future for <br />maintenance? <br /> <br />Councihnember Strommen cautioned that it is unclear whether or not the City can do that. <br /> <br />Councilmember Elvig suggested maybe just calling it a fund and work on it later to see what we <br />can do with it. <br /> <br />Councihnember Zimmerman stated that we need to get that amount higher. We should talk to <br />Bill Goodrich about how we can use these funds. We are getting more people and we need more <br />park maintenance. We will have a greater park demand. <br /> <br />Councihnember Elvig stated that the opportunity is now. We want to maximize whatever we <br />can. He noted that Ms. Lund had expressed some concerns. <br /> <br />Finance Officer Lund stated that park dedication is strictly for park dedication - if the money is <br />used for maintenance, we may have a problem. If we set up funds, such as a park maintenance <br />fund, that could be used, but we do not want to use park dedication fees for maintenance as that <br />is not allowed. <br /> <br />Councilmember Strommen asked that the issue be placed on a work session agenda to get it <br />resolved. <br /> <br />Councihnember Elvig stated this is the time to take care of this. <br /> <br />Finance Committee/November 25, 2003 <br /> Page 3 of 5 <br /> <br /> <br />
