Voting No: <br />None. <br /> <br />Case #1: Review and Adopt 2004 Schedule of Rates, Fees and Charges <br /> <br />Finance Officer Lund stated that the schedule of rates and charges attached to the case is the <br />same one that was presented at the work session. She recommended increasing the water rate, at <br />least slightly, to help out with the debt service. <br /> <br />Councilmembers Elvig and Zirnmerman indicated they, too, had circled that rate with a <br />recommendation for an increase. <br /> <br />Councilmember Elvig referred to the fee for a music festival and suggested that staff should <br />make sure music festival is defined - there is a difference between a music fest and four to six <br />people singing Christmas songs in the Town Center. <br /> <br />Councilmember Strommen thought that discussion had occurred relating to increasing the fee for <br />the Game Fair. <br /> <br />Ms. Lund responded that that is being negotiated. <br /> <br />Councilmember Strommen suggested for simplicity, have it be an event category - not specific; <br />maybe have a sliding scale fee based on expected attendance. She noted that she did not have a <br />dollar figure to recommend. <br /> <br />Councilmember Elvig agreed that it could be called a "special event" and the sliding scale fee is <br />a good idea. <br /> <br />Councihnember Zimmerman inquired what the charge is for the Game Fair now. <br /> <br />Chief Kapler explained that the City is negotiating that right now - with regard to Police <br />coverage, signs, etc. <br /> <br />The Committee agreed there should be something in the schedule relating to special events. <br /> <br />Inspection fees were discussed. Ms. Lund stated that the City has to justify the fees it charges. <br />Councilmember Elvig stated that the City is paying $60,000 in wage, per year, plus $12,000 in <br />benefits which is $72,000 for an inspector. Looking at the rate times 2.5, we are looking at about <br />$86 an hour that we are paying an inspector. He suggested it wouldn't be too difficult to justify a <br />higher fee. He noted some other competitive hours that may be more accurately billed out at $85 <br />to $90 per hour. He pointed out that you cannot buy engineering time for $45 per hour - <br />engineering time should be billed out at least $100 per hour. Councilmember Elvig inquired <br />what the City does pay for an inspector.
