families, perhaps outdoor game elements, and would be unique to Ramsey. Most recent <br />discussions have led to using recycled materials to take advantage of other funding sources <br />including external grants. The intent is that the project would expand in scope from the $80,000 <br />Park Trust Fund investment in a play structure site and evolve into a high quality multi faceted <br />recreation destination. This project is currently not intended for 2003 construction. However, <br />the Park and Recreation Commission were recommending the City Council proceed to the design <br />and development stage, which would be similar to preparing 'plans and specifications.' Staff has <br />received a quote for performing the design phase from Ms. Regina Flanagan in the amount of <br />$12,090. The Park Commission recommended proceeding with this Capital Improvement <br />Project by authorizing approximately $16,000 (Park Trust Fund monies) from the 2003 Alpine <br />Park C.I.?. project. $12,090 would fund the design phase; approximately $3,000 would be <br />available to reimburse the 2003 parks operating budget for expenses already incurred (should it <br />be necessary) and approximately $1,000 for contingencies. This project will require an annual <br />maintenance commitment. The 2004 General Fund budget does not incorporate this additional <br />commitment, but this playground may not be in service until 2005. Conversely, there would be a <br />need for staff time for project management (for 2004) leading up to project completion. If the <br />Committee and City Council choose to move ahead with the Alpine Park playground, staff would <br />include on-going estimated staffing and maintenance costs as part of the case for project <br />approval. <br /> <br />Jill Johns, Park Commission Chairperson, explained that they are looking at creating an <br />elementary environmental learning center that Ms. Flanagan is willing to work with. The Park <br />Commission would like to do something unique in the area because it is a main east/west <br />corridor in the City and it is close to the elementary school. The Commission is looking into the <br />possibility of using grant funds, and recycled materials to reduce costs, but before they can do <br />anything they have to have a really good plan in place. <br /> <br />Councilmember Zimmerman questioned the funding for the project. <br /> <br />Parks/Utilities Supervisor Riverblood explained that the project would be funded from the Park <br />Trust Fund. $80,000 was budgeted in 2003, and they are requesting using $16,000 of the <br />$80,000 for plans and specifications for the design process. <br /> <br />Ms. Johns noted that the concept has been very well received by members of the Park <br />Commission. <br /> <br />Councilmember Elvig stated that he wanted to make sure that the future impact on maintenance <br />would be included in the design process. <br /> <br />Parks/Utilities Supervisor Riverblood replied that that is something they would do internally. <br />Staff will provide good numbers before they move beyond the plans and specification phase. <br /> <br />Councilmember Strommen stated that the Case indicated that there may be some general fund <br />monies needed in 2004 and she thought that it would be good to know what would be expected <br />up front.
