planning process when they are just in the early stages of the budget discussions if it was going to <br />impact the 2004 budget. <br /> <br />Parks/Utilities Supervisor Riverblood explained that for 2004, primarily they would be <br />identifying staff time on the project and transfer those funds from the Park Trust Funds to cover <br />those expenses. <br /> <br />Director of Public Works/Fire Chief Kapler explained that there are some assumptions being <br />made budget wise as it pertains to the 2004 budget. This year Public Works did operate with less <br />people and operated on a maintain level. Currently staff is operating under the assumption that <br />they will be operating at a full level next year to deal with some of the improvements. If they <br />were to take away from some of that they will have to do with less. <br /> <br />Councilmember Elvig stated that at this time they are only talking about putting together plans <br />for the park and he did not see anywhere that they were going to construct the park at any specific <br />time. <br /> <br />Director of Public Works/Fire Chief Kapler noted that he did not think that in 2004 there would <br />be a great deal of funds needed from the general fund for this park. It would be more in 2005 <br />where more time would be needed. <br /> <br />Councilmember Zimmerman stated that the City will be receiving park dedication funds from the <br />Town Center project and inquired if those funds could be used for these types of projects. <br /> <br />Parks/Utilities Supervisor Riverblood replied yes, explaining that Park Dedication funds can be <br />used on projects throughout the City, but in his opinion the money coming from the Town Center <br />will probably be needed within the Town Center site. <br /> <br />Councilmember Elvig stated that at this time they were only looking at authorizing the planning <br />phase of the project, not construction. If there seems to be overlap between the construction of <br />the project and the impact on the general fund, he requested that staff let them know as soon as <br />possible. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Strommen, to recommend <br />that the City Council authorize $16,000 of Park Trust Funds for the Design and Development <br />Phase of Alpine Park's playground project. <br /> <br />Further discussion: Councilmember Strommen stated that she thought it was great that the Park <br />Commission was thinking creatively. She complimented the Commission for taking that <br />approach. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, and Councilmembers Zimmerman and <br />Strommen.
