regular Council meeting agenda for January 27. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case 96: Desiqnate/Redesiqnate Official Representative For City Of Ramsey <br /> In Labor Neqotiations: <br /> <br />Councilmember Cox stated that he had requested this case be' placed on the <br />agenda for discussion because he doesn't believe it is a good policy to have <br />the city administrator representing the employer in negotiations with those <br />persons with whom he must carry on a day-to-day working relationship. <br /> <br />Mr. Goodrich stated that he contacted 3 experts in the area of labor <br />negotiations and researched the policy used in other communities. Mr. Goodrich <br />stated the general consensus seems to be that the proper representative of the <br />employer depends on whatever the council is comfortable with; that it can be a <br />case by case situation depending on politics and working relationships at the <br />time. Mr. Goodrich stated that negotiators generally charge $75/hour. Mr. <br />Goodrich stated Council's options as being: 1) Continue negotiations with Mr. <br />Hartley representing the City; 2) Hire a negotiator; 3) Proceed with a <br />negotiation team consisting of City Attorney and City Administrator. <br /> <br />Mr. Hartley agreed that the employer's negotiator should be determined on a <br />year-by-year basis as there are years where it would be better to have experts <br />negotiate the contract; that in his past employment he has made that very <br />recommendation to council. Mr. Hartley stated that he has no problem with <br />Council selecting anoutside negotiator as he would look forward to working <br />with experts in that field. <br /> <br />Councilmember Cox stated that he feels Mr. Hartley has a good handle on <br />negotiations this year; that Mr. Goodrich should team with Mr. Hartley to make <br />sure everything is kept legal; and it is important that the City Administrator <br />and Council realize there is the option to hire negotiators. <br /> <br />MAYOR ANDCfN3NCIL INPUT <br /> <br />a) City Policy Reqardin9 Dual Commission Roles - <br /> <br />Mayor Reimann brought up for discussion the idea of limiting persons to serving <br />on one commission only. <br /> <br />Mr. Hartley stated that limiting membership to one commission does make room <br />for more citizens to get involved in the process of local government. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca, for <br />discussion, directing the City Attorney to draftan ordinance that would limit <br />persons to serving on one c~mmission at a time. <br /> <br />Further Discussion: Councilmember DeLuca stated that a positive aspect of <br />all~ing for oommission m~mbership crossover would be improved communication <br />between co~issions; suggest limiting dual co~tission roles to one member per <br /> City Council/January 6, 1987 <br /> <br />Page 10 of 12 <br /> <br /> <br />
