whether or not tax increment financing can be used in conjuction with Chapter <br />444. <br /> <br />Further Discussion: Councilmember Sorteberg inquired if the report from bond <br />counsel will also show how the City can pay for the improvements if only 5 or 6 <br />properties make use of and pay connection charges for utilities. Mr. Goodrich <br />stated that the information Councilmember Sorteberg inquired about is contained <br />in the financing option reports presented by Mr. Hartley to Council in November <br />and December of 1986. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox, DeLuca and <br />Pearson. Voting No: Councilmember Sorteberg. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca, directing <br />City staff to schedule an informal meeting on January 20 with those property <br />cwners, and any other property owners that have expressed an interest in <br />utilities, to discuss ways in which the existing proposal for the extension of <br />sewer and water could be amended to be more workable and acceptable. <br /> <br />Further Discussion: Councilmember DeLuca stated that there was a great deal of <br />information provided to the property owners and it was difficult to disseminate <br />all of it; maybe there should be a preliminary meeting with property owners to <br />find out specific questions the City should be prepared to address. <br />Councilmember COx agreed and noted that by the time Council took action on a <br />financing plan, the property owners did not have a full 60 days to review their <br />information and make decisions; it should be relayed to those property owners <br />that the City expects to continue to pursue some type of a project. Mayor <br />Reimann stated that he too has some concerns with the City being able to afford <br />utilities utilizing Chapter 444 but he also feels utilities are necessary to <br />pr~note develotxnent. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Motion by Councilmember COx and seconded by Councilmember DeLuca to receive <br />petitions relating to the proposed extension of sewer and water into Ramsey's <br />Industrial area. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Council recessed at 8:40 p.m. Following recess, a closed executive session <br />was conducted. Mayor Reimann called the special Council meeting back to order <br />at 10:10 p.m. <br /> <br />Case ~5: Review And/Or _Approve Comparable Worth Report; <br /> <br />Mr. Hartley stated that he has completed the comparable worth report and that <br />it does require Council's approval. Mr. Hartley proceeded to review the <br />contents of the report with Council. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox accepting <br />the comparable worth report as a draft document in order that it may be <br />forwarded on to the bargaining units and placing approval of said report on the <br /> City Council/January 6, 1987 <br /> <br />Page 9 of 12 <br /> <br /> <br />
