Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox and
DeLuca. Voting No: None. Abstain: Councilmember .E~a~ ~~.~. /-~7-~7

Councilmember Pearson explained that his abstention is based on the fact that
he is not very well acquainted with the commission.

Motion by Councilmember Sorteberg to reappoint Mr. Benjamin Deemer to the
Planning and Zoning Commission to serve a four year term to expire December 31,
1990.

Mayor Reimann called for a second to the motion three times and there was no
response.

Motion failed for lack of a second.

City Attorney Goodrich stated that not reappointing Mr. Deemer creates a
vacancy on the Planning C~;m-~ssion and Council will have to determine how that
position will be filled.

Motion by Councilmember Cox directing City Staff to advertise to fill the
vacancy on the Planning and Zoning Commission.

Mayor Reimann called for a second to the motion three times and there was no
response.

Motion failed for lack of a second.

Mr. Goodrich noted that City Ordinance states that the existing member will
continue to serve on a commission until a successor is appointed.

Mr. Ken Peterson inquired,~ for the record, why Mr. Deemer is not being
reappointed to the Planning Commission.

Mayor Reimann stated that the reasons are not known as there was no second and
further discussion to the motion; Mr. Peterson can ask each of the
councilmembers individually for their reasons.

Mr. Ken Peterson stated that the public is entitled to know why City Council
refused to reappoint a member that has been on the commission for years.

Mayor Reimann stated that Mr. Peterson called him the other night and he
offered his opinion to Mr. Peterson at that time. Mayor Reimann stated that
had themotion been seconded and called to a vote, he would have voted not to
reappoint Mr. Deemer.

Mr. Goodrich inquired if, by Council's action to not reappoint Mr. Deemer, they
are precluding anyone from applying for the position, even the current person
that holds that position.

Mayor Reimann stated that Council is not precluding anyone from applying.

Mr. Shumway asked Councilmember DeLuca why he didn't second the motion to
reappoint Mr. Deemer to the Planning Commission.

City Council/January 6, 1987
