Councilmember DeLuca stated that his reason would be a matter of personality
confl Jct.

Mr. Shumway asked who the personality conflict would be with.

Councilmember DeLuca stated that the personality conflict would be with
himself.

Mr. Shumway stated that he has seen Mr. DeLuca and Mr. Deemer at same meetings
and never witnessed the two of them having words.

Councilmember DeLuca stated that he didn't say he and Mr. Deemer have had
words.

Councilmember Cox stated that he didn't second the motion to reappoint Mr.
Deemer because it wouldn't hurt to have some new blood on the Planning and
Zoning Commission. Councilmember Cox stated that in many respects, he doesn't
agree with Mr. Deemer at all. Councilmember Cox stated that Council is elected
by the public and if the public doesn't like his decisions, they can vote him
out of office. Planning and Zoning is not elected and action regarding the
Planning and Zoning Commission on the public's behalf must take place through
his vote at the Council table. Councilmember Cox expressed respect for the
commission members being present on Mr. Deemer's behalf but noted that nobody
would have to be speaking for Mr. Deemer had he been doing his job.
Councilmember COx stated that he is not in favor of Mr. Deemer's reappointment.

Mayor Reimann stated he is a patriotic person and he noticed at a Council
meeting that Mr. Deemer did not take off his hat during the Pledge to the Flag.
Mayor Reimann stated that he gets reports back from people stating that Mr.
Deemer seems to be taking it upon himself to be the Building Inspector;
somebody representing Ramsey should be informed as to what he should and should
not be doing. Mr. Deemer se~ms to be getting into issues that don't involve
him. Mr. Deemer can bring his concerns up for discussion at Planning and
Zoning meetings but he should not take it upon himself to act as the City's
Building Official.

Mr. Shumway stated that in order to be better informed on cases coming before
them, all of the Commission members try to inspect the subject properties.

Mayor Reimann stated that he also used to inspect subject properties when he
served on Planning and Zoning but Mr. Deemer oversteps his boundaries and he is
representing Ramsey when he does those kinds of things.

Mr. Shumway stated that he feels Council is singling out Mr. Deemer because he
justifiably called a local business owner on the carpet; everything Mr. Deemer
did was legal and everything that business owner did was illegal. Mr. Deemer
is being singled out because he did not go with the flow and did what he
thought was right.

Mr. Deemer requested that Mayor Reimann point out specific instances where he
overstepped boundaries and acted as the Building Official.

Mayor Reimann stated that he can't get into specifics.

City Council/January 6, 1987
