Mr. Young replied that the bookmobile was discontinued in 1980 because so <br />few people used it. <br /> <br />Councilmember Cox inquired that if a library branch could be established in <br />Ramsey in the near future if a suitable building were available. <br /> <br />Mr. Young replied that the library board does not have another branch <br />budgeted for 1987; it would have to be budgeted for in 1988. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca directing <br />City staff to draft a resolution for Council consideration that would <br />indicate the City's desire to have a branch of the Anoka County library in <br />the Ramsey area. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox <br />and DeLuca. Voting No: Councilmember Pearson. <br /> <br />~ase 98: Discuss Conditional Use Permit: Case Of Mr. Gerald ROot: <br /> <br />Mr. Hartley recalled that at the November 25, 1986 meeting, Council <br />indicated that Mr. Root would be allowed to continue to operate under <br />the existing conditional use permit provided that a hard surface was <br />applied to the parking area and driveway with a $3500 escrow for same. The <br />escrow has not been provided to date. <br /> <br />Mr. Ylitalo, attorney representing Mr. Root, was present and stated that <br />Mr. Root is not in a financial position to pay the escrow at this time and <br />requests an 'extension based on the fact that construction cannot begin <br />until spring. Ramsey's ordinance implies other than blacktop and concrete <br />may be utilized; Grant township's ordinance also requires durable and <br />dustless surfaces but goes on to define and conclude that crushed rock <br />meets that criteria. <br /> <br />Mr. Goodrich stated that Ramsey Council determined that traprock is not <br />acceptable based on the City Engineer's report and that unless Mr. Root <br />provides another material that meets durable and dustless, it will have to <br />be blacktop or concrete. Mr. Goodrich stated that Mr. Root's track record <br />would indicate that an extension would only be followed up by more requests <br />for extensions. Mr. Goodrich stated that what other areas require is not <br />the issue but noted that Wright County's ordinance specifically states that <br />traprock is not acceptable. <br /> <br />Mr. Ylitalo stated that all items of concern addressed at the Council <br />meetings in August and September have been addressed; as of the September <br />meeting, blacktop was not required. Mr. Ylitalo stated that it is not fair <br />of the City to require the property owner to find a material that qualifies <br />as durable and dustless; the City should specify what is acceptable. <br /> <br />Mr. Goodrich replied that blacktop was not specifically required, but it <br />was also determined that traprock did not meet durable, dustless.
