Mr. Ken Malloy, partner with Pannell Kerr Forster, was present and stated <br />PKF is the 12th largest firm of it's type in the nation and concentrates on <br />government audit work. Mr. Malloy stated that the firm strives for open <br />communication and expressed gratitude in being selected to perform the <br />audit. Mr. Malloy also reaffirmed that the Certificate of Achievement <br />Program is not a government organization. <br /> <br />Mayor Reimann requested that Council be informed of any variance from the <br />audit fee proposed. <br /> <br />Councilmember Cox inquired if the City is committed to a 3 year option with <br />PKF. <br /> <br />Mr. Hartley stated that subsequent audits with PKF will be by subsequent <br />appr oval only. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />confirm the selection of Pannel Kerr Forster as the independent auditor for <br />the City of Ramsey for calendar year 1986; continued audit service from PKF <br />will be reviewed by Council in November, 1987. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #4: Su__sport For Branch Of County Library In Raise_v: <br /> <br />Mr. Hartley stated that a number of people in Ramsey signed a petition <br />stating their desire to have a branch of the Anoka County Library in <br />Ramsey; it would be appropriate for Council to also make it's wishes known. <br /> <br />Jerry Young - Director of the Anoka County Library - was present and <br />explained the Anoka County Library system serves all of Anoka County except <br />Columbia Heights and Anoka; is supervised by a citizen board of 7 appointed <br />by the County Board of Commissioners; consists of eight branches; and <br />operates on an annual budget. Establishing new branches is part of the <br />budgeting process and requires renting space for a number of years in order <br />to establish a user base and gather up enough funding to invest in a <br />permanent building. The Board has received a petition from Ramsey citizens <br />and the direction was to forward a written answer to all that signed. The <br />Board has an adopted policy to attempt to provide library service to an <br />area rather than an individual neighborhood or city. The board has studied <br />the area and will continue to discuss and look for opportunities that will <br />respond to the desire for library service to this area. If the Rum River <br />Bridge is built, it would make a very good location for a branch library <br />that would serve the Ramsey and Andover area. Stated that he met with <br />Ramsey Council years ago regarding this same issue; a number of rental <br />buildings were considered; unfortunately it is difficult to find a <br />location in Ramsey that is the center of activity where a library branch <br />would serve a large part of the population. Mr. Young requested that City <br />Staff keep him informed as to rental space available. Builders generally <br />will not build a new building to meet library specifications unless a long <br />term lease is agreed to. <br /> <br />Councilmember Pearson inquired if there is still a bookmobile. <br /> <br />Page 10 of 26 <br /> <br /> <br />
