Voting No: None. <br /> <br />Case ~2: Receive Certification Of Conforma~ce~ <br /> <br />Mr. Hartley stated that again this year, the City has been successful in <br />receiving the Certificate of Achievement for financial reporting for the <br />calendar year 1985; special recognition should be given to Finance Officer <br />Noel Graczyk. <br /> <br />Mayor Reimann stated that the City expects excellence in financial <br />reporting. <br /> <br />Councilmember Cox questioned the worth of the plaque if the City would <br />receive it even without excellent financial reporting. <br /> <br />Finance Officer Graczyk stated that bond raters realize that a certain <br />standard of financial reporting has been met in order to receive the <br />certificate of conformance. The certificate of achievement program is <br />sponsored by Government Finance Officers Association and it is not a <br />government entity; it is comprised of finance officers who volunteer their <br />own time to serve on review committees. <br /> <br />Case #3: Confirm Auditor Selection: <br /> <br />Councilmember Cox stated that on November 28, 1986 the City sent out a <br />request for proposal on audit services and inquired as to who directed that <br />action to be taken. <br /> <br />Mr. Hartley replied that staff sought Council approval for that action. In <br />order to avoid receiving proposals with a discounted first year of service <br />in lieu of greater revenues for continued service in following years, the <br />RFP included both a single year option and a three year option.
