Mr. Raatikka replied that Mrs. Graves' neighbors call the City and request <br />plying. <br /> <br />Mrs. Graves stated that the proposed road alignments would make her <br />property worthless. Relocating the business storage garage to the rear of <br />the property would leave it too close to neighboring residential property; <br />that kind of relocation would require a variance from the City. <br /> <br />Mr. Raatikka stated that property owners would be reimbursed for right-of- <br />way and damage to property. <br /> <br />Councilmember Cox arrived at 7:50 p.m. <br /> <br />Angela Coffin - 6336 Hwy. #10 - Stated that at the December meeting it was <br />mentioned that this issue is brought about by concerns to relieve the auto <br />accident problems on Tungsten and she doesn' t see how the proposed road <br />alignments would do that. Stated that they bought their property because <br />it had access onto Hwy. #10 and now the city wants to take that access <br />away and destroy the value of the property. <br /> <br />Roger Dickenson, Jr. - Box 266, Elk River, MN - Most of the safety problems <br />are caused by Grosslein truck traffic. If the improvement is approved, the <br />commercial businesses will benefit the most and they should pay for it. <br /> <br />James Follie - 6326 Hwy. #10 - There are only 3 residences and the <br />businesses that use Tungsten; there is no problem accessing onto Hwy. #10; <br />there is more of an access onto Hwy. #10 problem from the mobile home <br />court. <br /> <br />Roxanne Kneen - Geothermal Heating & Air Conditioning - Stated that if <br />the City removes their access onto Hwy. #10, they won't have a road from <br />the highway to their back shop area. Stated that they recently rearranged <br />their shop front to parking and office; proposed road changes would involve <br />rearraranging their business again. A front service road would be better. <br /> <br />Councilmember DeLuca noted that it is not the City that would be taking <br />away the accesses onto Hwy. #10; that direction would come down from MN <br />DoT. Ramsey is just trying to provide for future planning so that when <br />those accesses are removed, there will be an alternate access available to <br />the properties. <br /> <br />Angela Coffin - Stated that a traffic light at Tungsten would be the best <br />solution. <br /> <br />ThelmaGraves - Stated thatmost accidents happen at Sunfish Blvd. and Hwy. <br />#10 because of garbage truck traffic; there has never been an accident from <br />somebody trying to access Hwy. #10 from Tungsten. <br /> <br />Angela Coffin - Stated that she, All-Brite and Mr. Graves share snowplowing <br />responsibilities; there is no need for the city to try and plow that area. <br /> <br />Councilmember Cox stated that in the past 15 years, there have been <br />discussions with MN DoT regarding traffic problems on Hwy. #10; MN DoT has <br />already removed some of the cross-overs; accidents along that stretch of <br /> Sp Council/February 10, 1987 <br /> <br />Page 4 of 10 <br /> <br /> <br />
