highway are being documented by MN DoT. Councilmember Cox stated that he
can site cases where the State caused businesses to close by taking away
their access. Ramsey is trying to help it's businesses survive that kind
of action and have a highway that is safe. Ramsey has to deal with the
situation sooner or later and if the State comes in and deals with it, the
property owners will wish that the City had organized something workable
ahead of time.

Pete Bilben - 6216 Rivlyn - Stated that two parties of a three party issue
have been at these meetings -- the city and the property owners. There
should be a n~eting of the city, property owners and MN DoT.

Mr. Paatikka stated that MN DoT is limiting accesses onto highways and
developing them as close to freeway standards as possible; the possibility
of getting a traffic signal at Tungsten is very remote.

Angela Coffin - Stated that a major part of the problem is caused by AVTI
and Berg Oil traffic. AVTI students travel at high speeds and make illegal
U-turns.

Chuck Alsdurf - 6320 Hwy. %10 - Inquired as to what DoT has recommended as
far as road restrictions on Front Street. Grosslein and Econ get regular
deliveries by semi-trucks. Removal of access from Hwy. #10 will also make
it impossible for semis to maneuver and make deliveries. The property
owners are willing to continue to do their own plowing or the City plows
are welcome to turn around on Econ property.

Mr. Raatikka replied that Front Street would be a 9 ton road with a width
of 44'. Noted that the City would not be removing accesses right now;
property owners would have dual access for the time being.

Thelma Graves - Suggested that the cross overs between Sunfish and Thurston
be closed.

Ed Hamilton - 6615 Hwy. #10 - Stated he is opposed to the extension of
Front Street because he doesn't want his property split in half. Randy
Elofson is also opposed to the improvements.

Councilme~ber Cox inquired as to how the property owners will have access
to their property if the City doesn't plan for some kind of road in the
future.

James Follie - Stated that this issue was brought up because of too many
accidents happening; those accidents are happening because there are too
many cross-overs on Hwy. #10. Close the cross-overs and control accidents
and the State won't find this area to be a problem.

Mr. Raatikka stated that he thinks the State is very close to closing the
cross-over at J.R. 's.

Roger Dickenson, Sr. - Stated he put in Tungsten and Front Streets; they
ended at his property; now they extend to Hamilton's and there is talk that
it will extend to the bowling alley

Sp Council/February 10, 1987
