PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA ~OUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, February l7, <br />1987 at the PamseyMunicipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Itasca Heights street improvements. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember Steve DeLuca <br />Councilmember A1 Pearson (arrived 7:41 p.m.) <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />Members Absent: Councilmember Al Sorteberg <br /> <br />CALL TOORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:35 p.m. <br /> <br />City Engineer Raatikka stated that the purpose of this hearing is to <br />discuss street improvements to Collins Drive and Beatty Avenue, a <br />subdivision of Itasca Heights. The project includes paving and drainage <br />improvements and 17 lots are proposed to be assessed. The homeowners are <br />responsible for restoration of boulevards and connection of driveways that <br />do not extend to the edge of the street. The estimated project cost, <br />including street construction, drainage improvements and overhead costs, is <br />$46,575.00. There are two alternatives for financing the project. One <br />involves the project area paying for all street construction and drainage <br />improvements which is estimated to be $426.85/year per unit for a 10 year <br />period. The other alternative involves the project area paying for street <br />construction and the drainage improvements being spread out over the entire <br />Mississippi River Storm Sewer Taxing District, should council set a policy <br />of levying individual drainage projects against the entire taxing district. <br />The estimated cost with this alternative is $333.74/year per unit for 10 <br />years and a property tax increase of $1.70/year for ten years. <br /> <br />councilmember Pearson arrived. <br /> <br />Councilmember Cox noted that although this particular drainage improvement <br />would amount to $1.74/year, as part of the Mississippi River Storm Sewer <br />Taxing District, these properties would also be levied for any other storm <br />sewer improvements within the district. <br /> <br />Marilyn Specht - 9138 Collins Drive - Stated 'if' Council sets a policy to <br />levy individual drainage projects against the entire taxing district is too <br />much of a gray area. <br /> Council Public Hearing/February 17, 1987 <br /> <br />Page 1 of 5 <br /> <br /> <br />
