Hartley said the hearing was the result of a petition from those people <br />favoring the project. <br /> <br />Councilmember Cox replied that the charter requires a petition from a <br />certain percentage of the benefitting area to require Council to conduct a <br />public hearing to provide project related information. <br /> <br />Marilyn Specht - Inquired as to what it is costing the City to grade <br />Collins and Beatty annually; what would the cost be to redo the Class 5. <br />Stated that this area has drainage problems and she is not in favor of <br />blacktopping without a proper drainage system being defined. Saying the <br />pipe will go to the corner is a reasonable explanation of drainage plans. <br />The residents have not been given clear, specific answers. Stated she <br />would rather pay additional grading costs to keep the road in better <br />condition. <br /> <br />Resident - Inquired as to how Council can order a street improvement. <br /> <br />Mayor Reimann stated that if a road was one of very few gravel roads left <br />in the city and creating a maintenance problem, Council could initiate the <br />improvement with a 3/5 vote. <br /> <br />Councilmember COx noted that even if Council initiates the project, the <br />residents still have the 60 day period in which to submit a petition with a <br />sufficient number of signatures to stop the project; the petition would <br />prevail. <br /> <br />Todd Soring - Stated that he did not receive a public hearing notice in the <br />mail. <br /> <br />Mr. Hartley stated that the city's source of information as to property <br />owners and addresses is the Anoka County Auditors Office. Some of the <br />problems come about when properties are in the process of being purchased <br />under a contract for deed as the new owner of a property would not be <br />recorded as so until the contract for deed is paid. Staff will review the <br />mailing list and make any correction found to be necessary. <br /> <br />Mr. Soring - Stated that he purchased the heine 5 years ago and it was not <br />under a contract for deed. <br /> <br />Jane Terpstra - Noted that Mr. James Fitzpatrick was also not notified of <br />the project and his property is very definitely involved even if is not <br />proposed to be assessed. <br /> <br />Mr. Hartley stated that he did send the Fitzpatrick's a letter. <br /> <br />Erwin Specht - 9138 Collins Drive - Stated that he owns two pieces of <br />property in this area and asked when the City will be ready to give more <br />specific answers, especially with respect to drainage; how much grading <br />will be required; what other agencies are involved when there are plans to <br />direct a flow of water to the river; what kind of slope will the road have; <br />is surveying necessary. <br /> <br />Mr. Raatikka replied that no final drainage plans have been prepared; <br />ditches would be eliminated; some areas might be cut l'-2'; some areas will <br /> Council Public Hearing/February 17, 1987 <br /> <br />Page 4 of 5 <br /> <br /> <br />
