require fill; driveways would be sloped back if there was a change in <br />grade; DNR would review the drainage plans; minimum road grade would be <br />1/2%; surveying is done after the 60 day waiting period when plans and <br />specs are ordered. <br /> <br />Councilmember Cox stated that Council doesn't spend money on engineering <br />time to have all the specific information available because it is possible <br />after knowing the estimated costs, the residents may not want to proceed <br />any further; in that way, money was not wasted needlessly. <br /> <br />Mayor P~imann ir~uired if acquiring of easements would be a negotiable <br />factor. <br /> <br />Mr. Raatikka replied that the city would negotiate with the property owners <br />for the purchase of easements at a fair market value; if the city and <br />property owners cannot come to an agreement, condemnation would proceed and <br />the judge would decide the fair market value. <br /> <br />Marilyn Specht - Repeated that she wants to know annual grading costs for <br />Collins and Beatty and the cost to redo the Class 5 in the area; for 47,000 <br />this area can be graded for many years. <br /> <br />Council directed Mr. Hartley to get information for Marilyn Specht <br />regarding annual grading costs and redoing Class 5 costs. <br /> <br />Galen Gilbertson- 9135 Hwy. 10 - Stated that his driveway accesses onto <br />Hwy. 10 and inquired as to why he has been determined to benefit from the <br />improvement and receive an assessment. <br /> <br />Mr. Raatikka stated that Mr. Gilbertson also has an access off the end of <br />the cul-de-sac. The assessment policy states that if a property owner has <br />an access onto a major road and a street that is being improved, the <br />property owner will be assessed one unit; if there are no accesses onto the <br />improved street, the property owner can be assessed 1/2 unit. It appears <br />that Mr. Gilbertson is using the access at the end of the cul-de-sac. <br /> <br />Chris Gorham - 9016 Collins Drive - Stated that the road needs upgrading; <br />it's present condition is a sandy trail. Stated she would not object to <br />drainage easements across her two lots because the drainage improvements <br />are needed. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />adjourn the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox, Pearson <br />and DeLuca. Voting No: None.
