Councilmember Cox stated that he feels the Park Board applications <br />for LAWCON funds were for low priority items; LAWCON money should be <br />pursued for River's Bend Park and that would leave more City money left for <br />Central Park. <br /> <br />Chairman Lichter stated that there was a transfer of City funds designated <br />for use at River's Bend Park and inquired as to how Council wants that <br />money spent. <br /> <br />Councilmember COx stated that there was no discussion to use tax money for <br />River's Bend Park. Councilmember Cox also stated that people should work <br />together instead of against each other at fund raisers. <br /> <br />Chairman Lichter inquired if tax increment revenues are to be used for <br />develol~ent of River's Bend Park. <br /> <br />Mayor Reimann stated that tax increment can be used to develop another area <br />within the tax increment develoimm_nt district. Council has designated tax <br />increment to be used to bring sewer and water to the industrial/commercial <br />area. <br /> <br />Chairman Lichter stated that about 8 years ago, the City received LAWCON <br />money for a trail system tobe developed between Ramsey School and Ramsey <br />Terrace and he believes the I2~CON grant approach should be continued for <br />that area of the City. At the same time, the City needs additional active <br />use facilities and the Park Cc~mission feels that effort should be directed <br />towards Central Park in order to avoid maintenance costs that would result <br />from having several facilities. Chairman Lichter stated that the <br />Commission is also considering expanding hockey facilities at Central Park. <br /> <br />Commissioner Hetland stated that the Commission has been considering <br />alternatives like moving all of the skating facilities to Central Park or <br />expanding the facilities at Central Park and maintaining existing <br />facilities at the school. <br /> <br />Mayor Reimann stated that he has discussed the need for additional skating <br />facilities with the School District. The School District wants the skating <br />facilities to remain at the school but they don' t want to participate in <br />the maintenance of the rinks. Mayor Reimann suggested that the pleasure <br />rink remain at the school and hockey rinks be developed at Central Park. <br /> <br />Councilmember Cox stated that Ramsey is a community of 12,000 that is <br />paying school district taxes but Ramsey only has one school; most of the <br />school district's participation goes to other parts of the district where <br />there are concentrated areas of where schools are. <br /> <br />Ms. Dodge inquired as to the outlook in this year's budget for park <br />devel o~ment. <br /> <br />Councilmember COx stated that Council is waiting for recommendations from <br />the Park Board in order to make budget decisions; that he thinks the 1987 <br />budget settled out at $68,000 for parks. <br /> Joint City Council-Park & Recreation/March 12, 1987 <br /> <br />Page 4 of 7 <br /> <br /> <br />
