projects for 60 days after the public hearing. That 60 days allows
citizens the time to petition to oppose the project.

Jim Holm - Inquired as to what action the citizens can take to have the
City policy for assessing sealcoating changed to having those costs taken
out of the general fund.

Mr. Hartley - Stated that there are two petitioning processes that need to
be clarified. The 60 day waiting period gives those persons proposed to be
assessed for a project the opportunity to decide whether or not they are in
favor of or opposed to a project. Petitions can be submitted in favor of
or opposed to; the petition signed by more than 50% of the property owners
rules. If two petitions are submitted, one in favor of and one opposed to,
and both petitions are represented by the same amount of property owners,
the one in favor of rules. People can change their mind on a petition up
to the time it is submitted to the City Council. When the City
A~ministrator receives the petition, he will submit it to the council at
their very next meeting, regular or special. In order to change policy,
there are a couple of approaches. One way is to talk to representatives
and convince them to change city policy. The other approach is initiative
which allows citizens to proposed a law or ordinance to be adopted. To do
that the citizens circulate a petition to be signed by at least 10% of
the number of registered voters at the last general election. That
petition submits the initiative to council. Council can adopt that
ordinance at that point or put the ordinance to a vote of the entire
community. This process is available on any issue. Mr. Hartley noted that
he will talk to Mr. Holm following the public hearing regarding zoning
concerns in Alpaca Estates.

Michelle Kropske - 7929 142nd Avenue - Inquired if the 50% in the
petitioning process refers to occupied parcels.

Mr. Hartley - Replied that petition numbers are based on number of property
owners.

Project ~87-11 - South 1/2 of Hagen's Unplatted Area

There was no citizen input regarding this proposed project area.

Project #87-12 - Ford Brook Estates

There was no citizen input regarding this proposed project area.

Project 987-13 - Greenland Hills

There was no citizen input regarding this proposed project area.

Project 987-14 - Menkveld's Unplatted. North of Pineview E~tates

Barb Graen - 7321 150th Lane ~W - Suggested that this area be tabled for
sealcoating until a decision is made on the airport. If the airport
project is approved, the hemes across the street will be removed; heavy
equipment will ruin the sealcoating.
City Council/March 17, 1987
