Mr. Raatikka- Stated that in discussion street construction, the city
stated that after 15 years major repair or overlay would have to be
considered. Next time around, the city might consider overlay rather than
sealcoating.

Project ~87-8 - Whispering Pines Estates Plat #2

There was no citizen input regarding this proposed project area.

Project ~87-9 - Trott Brook Estates

There was no citizen input regarding this proposed project area.

Project #87-10 - Alpaca Estates 1st and 2nd Additions

Jim Holm- 7854 142nd Avenue NW - Stated he is familiar with a lot of
cities and Ramsey is the only one he knows of that assesses for
sealcoating.

Councilmember Cox - Stated that there was a time when some areas were paved
and some were not; in order to be fair, Council decided that the areas
directly benefitting from sealcoating should pay for the sealcoating. That
policy may change in the future as most of Ramsey's neighborhoods have
paved streets now. Councilmember Cox noted that whether it be through the
city's general fund or assessments, the property owners are paying for the
sealcoating.

Jim Holm - Stated that he feels his property taxes are high enough to cover
sealcoating costs. Mr. Holm questioned why he should put more money into
his neighborhood when the City is not enforcing the zoning laws in his
neighborhood. Mr. Holm stated that he will pay the sealcoating assessment
if the value of his property is protected.

Councilm~mber COx - Stated that Mr. Holm does have a valid concern but it
is a separate issue. Councilmember Cox stated that the City will assist
him with zoning concerns and he should contact staff regarding that matter.

Jim Holm- Inquired if he understands correctly that the 60 day waiting
period is a time in which petitions can be circulated by the residents to
oppose the project.

Councilmember COx - Stated that Mr. Holm is correct and noted that the
property owners invested in the streets and the City wants to assist the
property owner in protecting their investment.

Jim Holm - Inquired if a contractor has been selected.

Mr. Raatikka - Replied that bids for the projects would be taken in June.

Jim Holm - Requested further clarification regarding petition rights.

Mr. Raatikka - Stated that Council cannot take action on the proposed
City Council/March 17, 1987
