Mayor Reimann adjourned the special meeting at 7:36 p.m. in order to
conduct the following public hearing:

Street Project ~87-20 for improvement of 167th Avenue NW between
C.S.A,H. No. 5 and Jaspar Street NW.

Mayor Reimann called the special Council meeting back to order at 7:46 p.m.

COUNCIL BUSINESS

~ ~dopt Resolution Callin~ For A Safety Investigation Of Ramsey
Blvd, N,W, (Cgunty Rd. No. 56):

Mr. Hartley read the proposed resolution.

Motion by Councilmember Cox and seconded by Councilmember DeLuca to adopt
Resolution #87-73 request that Anoka County conduct a review of safety
characteristics of County Road No. 56 and take positive action to protect
the health, safety and welfare of the public. (Please refer to resolution
file for Resolution #87-73).

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Janice Peterka - 7561 152nd Lane - Inquired as to where the resolution goes
from here and how long will it be before Ramsey gets some answers.

Mr. Hartley replied that the resolution will be delivered to the Anoka
County Board and the Anoka County Engineer; the County Engineer will
request that a safety investigation be completed by the State of Minnesota.
Ramsey should expect some kind of response within 30 days. Whether
improvements are to be made and when depends on the results of the
investigtion.

Councilmember Cox stated that Council shares the concern for safety;
Council urged the County to make improvements to Cry. Rd. #56 to make it
safer and is urging for improvements to Cry. Rd. #83 for the same reason.
Parents can help by impressing the importance of bicycle safety on their
children. Councilmember Cox noted that Ramsey's efforts to have the speed
limit reduced on 167th failed because it is an MSA street yet when you
arrive in Anoka, the speed limit is reduced to 30 mph. Councilmember Cox
stated that Ramsey's children are just as valuable as Anoka's and Ramsey is
a growing community with increased population and traffic; attempts should
again be made to have that speed limit reduced.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg
directing that City Staff proceed to get another speed study done on 167th
and study the possibility of removing the north/south stop sign at the
intersection of Cry. Rd. #116 and Sunfish Lake Blvd.

Further Discussion: Councilmember DeLuca noted that removing the stop sign
at Cry. Rd. #116 and Sunfish would cause problems with rush hour traffic
from Mate Punch and Die and Altron. Councilmember Cox noted that the
motion was to only study the possibility of removing the north/south stop
signs. Mr. Mevissen stated that it takes a resolution to have a speed
study done. Mr. Hartley stated that he will prepare a resolution for
Special City Council/April 14, 1987
