Councilmember Cox named many one-access plats in Ramsey that he feels will <br />have problems in the future. <br /> <br />Mr. Hartley suggested that staff prepare two approaches to be considered at <br />the next joint meeting: <br /> <br />1) <br /> <br />Gather information regarding language for 'premature plat' and <br />apply it to certain situations in Ramsey; determine whether <br />Ramsey wants the option to declare 'premature plat'. <br /> <br />2) <br /> <br />More accurately define the issues of cul-de-sac lengths, temporary <br />versus permanent cul-de-sacs, multiple accesses to plats, cul-de- <br />sac origin, limiting households on cul-de-sacs and prepare <br />language that would address these issues. <br /> <br />2) Discussion Re~ardin~ Buildin~ Design Standards: <br /> <br />Mr. Hartley stated that this discussion should focus on the acceptable <br />level of development that can take place; if staff knows that, they can <br />draft loca! laws that will provide quality development. <br /> <br />Ms. Norris noted that there are cities that don~t allow pole buildings at <br />all and some cities allow them only in heavy industrial districts where the <br />buildings would not be visible from a major thoroughfare. None of the <br />cities she surveyed address block buildings, but all of them address <br />facades. <br /> <br />Commissioner Deemer stated that the intent of the site and design plan <br />ordinance was to eliminate pole buildings (not metal buildings) in <br />commercial areas by requiring perimeter frost footings but the term <br />'permanent frost footings' was used. <br /> <br />Councilmember DeLuca stated that one of the concerns with the Hwy. #10 <br />corridor is the quality of development; Hwy. #10 will be Ramsey's lifeline <br />30 years from now and Council and Planning and Zoning should be addressing <br />the type and quality of development that should take place on that <br />corridor. <br /> <br />Councilmember Cox stated that another issue to be discussed is the type of <br />construction that will be allowed in areas targeted for sewer and water <br />improvements; the city should have development guidelines so that types of <br />development are intensified in urban areas and non-sewer uses would be <br />encouraged in other areas. <br /> <br />Discussion ensued regarding pole buildings being more appropriate in <br />industrial districts and used for cold storage. Councilmember Cox stated <br />there are some types of pole buildings that he feels will look better 25 <br />years from now than a block building will; so are pole buildings desirable <br />or not, <br /> <br />Councilmember DeLuca stated that he is in favor of pole buildings being <br />located in industrial districts but with perimeter frost footings to help <br />maintain a standard of quality within the industrial area.
