DeLuca stated that there is some property along Hwy. #10 that is zoned <br />industrial; if it is determined not to have pole buildings along that <br />corridor that property should be considered for rezoning to retail or <br />commercial. <br /> <br />Mr. Hartley stated that the city has to determine if it wants quality in <br />structure or quality in outside appearance or both because it all has to do <br />with the site plan which is another issue to be discussed by this group. <br />Quality of facade can be addressed in the site plan. Staff can prepare <br />some material for this group to review as a starting point to resolve this <br />issue. <br /> <br />Commissioner Shumway stated that the general consensus seems to be to allow <br />pole buildings in heavy industrial areas with perimeter frost footings and <br />require facade improvements for block structures and all pole structures. <br /> <br />Councilmember Cox stated that with respect to quality of development the <br />consensus seems to be to improve development on Hwy. #10, lower standards <br />in areas not to be serviced by municipal sewer and water and requiring <br />perimeter frost footings in most cases. <br /> <br />Councilmember Cox dismissed himself from the meeting at 10:05 p.m. <br /> <br />Mr. Hartley stated that staff will prepare language for review at the next <br />joint meeting that will address limiting pole buildings to industrial areas <br />with perimeter frost footings, requiring facade improvements on all block <br />and pole buildings. Staff will also review zoning along the Hwy. #10 <br />corridor amd those areas projected to be served by municipal utilities and <br />those areas that may be best suited for heavy industrial type uses. <br /> <br />Commissioner Shumway stated that the types of facade improvements that will <br />be required should be spelled out for the Building Inspector's benefit. <br /> <br />3. Discussion Regarding Site Plan Review Process: <br /> <br />This discussion was tabled. <br /> <br />COUNCIL AND COMMISSION INPUT <br /> <br />Commissioner Zimmerman noted that there is a request before the Planning <br />and Zoning Commission to develop a piece of industrial property, that abuts <br />residential property, with an asphalt operation; some consideration should <br />be given to separating that residential area and that industrial property <br />with light industrial uses. Commissioner Zimmerman stated that he feels <br />the city will be hard pressed to deny Barton Sand and Gravel's request as <br />the property is zoned industrial. <br /> <br />Mr. Hartley stated that he thinks the Council has broad discretion in <br />zoning as well as the sit plan review process; he will direct the City <br />Attorney to research Council's discretionary powers with respect to zoning. <br /> <br />Commissioners Deemer and Zimmerman noted that in all the seminars they have <br />attended it has been made very clear that if a use was not specifically <br />City Council-Planning & Zoning/April 14, 1987 <br /> <br />Page 4 of 5 <br /> <br /> <br />
